What will the Tories suggest next. “Compassionate” genocide?

The Tory parliamentary candidate for Cambridge, Chamali Fernando sparked outrage and horror after saying mental health patients should wear wristbands to identify their conditions. Fernando was speaking at a hustings event hosted by the campaign group Keep Our NHS Public when she made the comment.

Andy Burnham, Labour’s Shadow Health Secretary, said:

“There has been an enormous amount of work in Parliament to challenge the stigma surrounding mental health. But comments like this are so disappointing – they set us back and remind us how far we have to go. Jeremy Hunt must disown these comments, instruct his candidate to apologise and make it clear that they form no part of Conservative Party policy.”

“This proposal shows the candidate’s harmful views on mental health.

Disability and Mental Health Adviser at University of the Arts, London Annabel Crowley said.

“Research carried out by the Institute of Psychiatry, Psychology & Neuroscience at King’s College London shows personal contact with mentally ill people is the most effective way to reduce discrimination.”

Crowley says Fernando’s proposals would only alienate the mentally ill and “further curtail their freedom,” which would encourage further stigmatization.

We need to provide adequate care and support, not blame the victims of a failing health service,” she added.

Mental Health Services are in crisis because of Coalition cuts to funding. The Government has been criticised for allowing mental health services to be cut disproportionately, as the NHS as a whole undergoes the most severe budget cut in its history. And let’s not forget that under the guise of a “policy of deinstitutionalisation,” Thatcher’s “Care in the Community” Bill was about anything but care: it was all about cutting costs, as reflected in the experiences of many people leaving long term institutional care and being left to fend for themselves in the community. “Compassionate Tories”: there is no such thing.

Dr. Pooky Kingsmith, a mental health specialist, said that she [Fernando] “fails to understand” what the wristbands would achieve “beyond increasing the stigma and prejudice already experience by mentally ill people.”

A petition has since been set up calling for Fernando to stand down in the election. The description on the petition read:

“This kind of thinking has no place in modern society and especially not in someone who is hoping to be elected as an MP.

I can’t see any possible justification in allowing Ms Fernando to continue to stand for election after showing such prejudice against the mentally ill, and if allowed to do so, shows a total disregard to the people in this country, who already have to battle against the misunderstanding and ignorance of their mental illness.”

Chamali Fernando was asked how the authorities could help the police better deal with people with mental health issues.

Fernando responded that wristbands which disclose a person’s illness could help barristers, such as herself, to better aid the public.

She said wearing colour-coded wristbands indicating the nature of the person’s condition would be helpful to professionals as “they often could not explain themselves.”

The red triangle was used by the Nazis to identify social democrats, socialists, trade unionists, Freemasons and communists, for example. The pink triangle was primarily used for identifying homosexual men, and the black triangle was used to identify “asocial elements” (asozial) and “work shy” (arbeitsscheu) including those who were mentally ill, pacifists, vagrants and the Roma.

And for anyone itching to invoke Godwin’s law at this point, I suggest you hang fire and read about Allport’s Ladder of Prejudice. Whilst I am very aware that we need take care not to trivialise the terrible events of Nazi Germany by making casual comparisons, there are some clear and important parallels on a socio-political level and a psycho-social one, that I feel are crucially important to recognise.

Gordon Allport studied the psychological and social processes that create a society’s progression from prejudice and discrimination to genocide. In his research of how the Holocaust happened, he describes socio-political processes that foster increasing social prejudice and discrimination and he demonstrates how the unthinkable becomes acceptable: it happens incrementally, because of a steady erosion of our moral and rational boundaries, and propaganda-driven changes in our attitudes towards “others” that advances culturally, by almost inscrutable degrees.

The process always begins with political scapegoating of a social group and with ideologies that identify that group as an “enemy” or a social “burden” in some way. A history of devaluation of the group that becomes the target, authoritarian culture, and the passivity of internal and external witnesses (bystanders) all contribute to the probability that violence against that group will develop, and ultimately, if the process is allowed to continue evolving, genocide.

As I have discussed elsewhere on this site, we have a government that uses words like workshy to describe vulnerable groups. This is a government that is intentionally scapegoating poor, unemployed, disabled people and migrants. One Tory councillor called for the extermination of gypsies, more than one Tory MP has called for illegal and discriminatory levels of pay for disabled people. (See also David Freud was made to apologise for being a true Tory in public.)

David Freud’s comment that disabled people are not worth the minimum wage was not a momentary lapse, nor was it unrepresentative of Tory views more generally. He is the contemptuous architect of the grossly punitive Tory Bedroom Tax that disproportionately affects households of disabled people. The Tories endorsed Freud’s discriminatory policy proposal, and savagely ridiculed the UN rapporteur, Raquel Rolnik, when she pointed out, very professionally and reasonably, that the policy contravenes human rights.

He is the same government minister that rejected suggestions that austerity policies have led to an increase in food bank use – making the jaw-droppingly astonishing suggestion that food bank charities are somehow to blame. This former investment banker and peer told the Lords that the increase in the usage of food banks was “supply led”. He said:

“If you put more food banks in, that is the supply. Clearly, food from the food banks is a free good and by definition with a free good there’s almost infinite demand.”

Poverty reduced to blame-the-individual neoliberal motivational formulae. Yet it is the government that are responsible for policies that create and sustain inequality and poverty.

We need only look at the discriminatory nature of policies such as the legal aid bill, the wider welfare “reforms” and research the consequences of austerity for the vulnerable – those with the  “least broad shoulders” –  to understand that these comments reflect how conservatives think.

This is a government that is using public prejudice to justify massive socio-economic inequalities and their own policies that are creating a steeply hierarchical, society based on social Darwinist “survival of the fittest” libertarian, minarchist principles.

The Tory creation of socio-economic scapegoats, involving vicious stigmatisation of vulnerable social groups, particularly endorsed by the mainstream media, is simply a means of manipulating public perceptions and securing public acceptance of the increasingly punitive and repressive basis of the Tories’ welfare “reforms”, and the steady stripping away of essential state support and provision.

Let’s not forget that we were recently informed that the Tories plan to limit child benefit to the first two children because it would save money. The idea is being examined by the Conservatives, despite previously being vetoed by Downing Street because of fears that it could “alienate” parents.

Asked about the idea on the BBC’s Sunday Politics programme, Duncan Smith said:

“I think it’s well worth looking at. It’s something if we decide to do it we’ll announce out. But it does save significant money and also it helps behavioural change.”

This is a clear indication of the Tories’ underpinning eugenicist designs – exercising control over the reproduction of the poor, albeit by stealth. It also reflects the underpinning belief that poverty somehow arises because of faulty individual choices, (as opposed to faulty political decision-making and ideologically-driven socio-economic policies), that those choices are non-rational, stereotypical, and that reducing cost to the State involves making people change their “faulty,” stereotypical behaviours.

This government’s policies are contibuting significantly to mental illness: Suicides have reached a ten year high and are linked with welfare “reforms”.

And Osborne announced in the budget that the government will be funding a “package of measures” to improve “employment outcomes” which will entail putting Cognitive Behaviour therapists in more than 350 job centres to provide “support” to those with “common mental health conditions” who are claiming employment support allowance (ESA) and job seekers allowance (JSA).

As I have written elsewhere, the government have put up an online contract notice which specifically states:

“This provision is designed to support people with common mental health conditions to prepare for and move into work, with intervention at the earliest possible point in a claim to benefit or access to the Fit for Work service.”

Cognitive Behaviour Therapy (CBT) is used to change how you think (“Cognitive”) and what you do (“Behaviour”). It bypasses emotions, personal history and narrative, to a large extent, and tends to focus on the “here and now.” In this case, the here and now consists of taking any job available, regardless of its suitability, or face being sanctioned.

CBT is an approach that facilitates the identification of “negative thinking patterns” and associated “problematic behaviours” and challenges them. This approach is at first glance a problem-solving approach, however, it is of course premised on the assumption that interpreting situations “negatively” is a bad thing, and that thinking positively about bad events is beneficial.

The onus is on the individual to adapt by perceiving their circumstances in a stoical and purely rational way.

So we need to ask what are the circumstances that the government are expecting people claiming benefits to accept stoically. Sanctions? Work fare? Being forced to accept very poorly paid work, abysmal working conditions and no security? The loss of social support, public services and essential safety nets ? Starvation and destitution?

The political vilification of sick and disabled people and the poor, amplified in the media, has preceded policies particularly aimed at the steady removal of State support, indicating a clear scapegoating process, and this isn’t indicative of a government that is “neglectful”- it is patently intentional, hence the pre-emptive “justification” narratives to garner public support and acceptance towards such punitive and harsh policies.

As Frances Ryan says:

“The ideology of a small state or the belief that benefits build dependency are crass, irrelevant details to what at its core is simply a decision about how to treat a human being. This is particularly damning when one person has all the power and the other is forced through economic necessity to take whatever humiliation or pain they are given. To do that to someone – let alone hundreds of thousands – is no accident. It is a conscious decision, that has been made over and over again by this government.”

I’ve consistently expressed my own well-founded, carefully considered, evidenced view that the Tories are authoritarians,  social Dawinists, and their social policies are founded on a creeping and implicit eugenics by stealth, fueled by their preference for a steeply hierarchical, unequal society, anachronistic ideas about “deserving” and “undeserving”, which belong to the 1834 Poor Law era, and a behaviourist approach to socio-economic circumstances .

In Edgbaston, Keith Joseph, (1974) announced to the world that:

“The balance of our population, our human stock is threatened … a high and rising proportion of children are being born to mothers least fitted to bring children into the world and bring them up. They are born to mothers who were first pregnant in adolescence in social classes 4 and 5. Many of these girls are unmarried, many are deserted or divorced or soon will be. Some are of low intelligence, most of low educational attainment.”

And in 2010, the former deputy chairman of Conservative Party, Lord Howard Flight, told the London Evening Standard:

“We’re going to have a system where the middle classes are discouraged from breeding because it’s jolly expensive. But for those on benefits, there is every incentive. Well, that’s not very sensible.”

These comments are not momentary lapses, nor are they unrepresentative of Tory views more generally. They reflect the true colours of the nazi nasty party.

This unsnookered isle

1395990_559940054075527_258446375_nWriting in the New York Times, Paul Krugman said Britain’s performance since 2010, after the global financial crisis struck, has been “startlingly bad,” with a tentative recovery that began in 2009, which was stalled in the last quarter of 2010. In his article entitled This Snookered Isle, Krugman provides an indictment of the Coalition’s claims and their methods of managing the UK economy. Mr Krugman echoes many leading economists in Britain.

Krugman says: “Unfortunately, economic discourse in Britain is dominated by a misleading fixation on budget deficits. Worse, this bogus narrative has infected supposedly objective reporting; media organizations routinely present as fact propositions that are contentious if not just plain wrong.”

Simon Wren-Lewis of Oxford University has dubbed this narrative “mediamacro.” As his coinage suggests, this is what you hear all the time on TV and read in British newspapers, presented not as the view of one side of the political debate, but as simple fact.

Yet none of it is true.

Krugman goes on to ask: “Was the Labour government that ruled Britain before the crisis profligate? [As so often claimed by the Conservatives.] Nobody thought so at the time.”

In 2007, government debt as a percentage of G.D.P. was close to its lowest level in a century (and well below the level in the United States), while the budget deficit was quite small. The only way to make those numbers look bad is to claim that the British economy in 2007 was operating far above capacity, inflating tax receipts. But if that had been true, Britain should have been experiencing high inflation, which it wasn’t.

What about growth? When the current British government came to power in 2010, it imposed harsh austerity — and the British economy, which had been recovering from the 2008 global slump, soon began slumping again. In response, Prime Minister David Cameron’s government backed off, putting plans for further austerity on hold (but without admitting that it was doing any such thing). And growth resumed.” (See also: The Return of Expansionary Austerity.)

He adds: “If this counts as a policy success, why not try repeatedly hitting yourself in the face for a few minutes? After all, it will feel great when you stop.

Given all this, you might wonder how mediamacro gained such a hold on British discourse. Don’t blame economists. As Mr. Wren-Lewis points out, very few British academics (as opposed to economists employed by the financial industry) accept the proposition that austerity has been vindicated. This media orthodoxy has become entrenched despite, not because of, what serious economists had to say.”

Cameron has misled the public by making Government debt analogous with personal debt. It isn’t. If a person misses a mortgage payment, for example, they may risk damaging their credit rating, and possibly even losing their home. So if we owe money, we need to find a way to pay it back as soon as possible. But government debt does not need to be paid back overnight – in fact, it’s widely recognised to be potentially damaging to do so.

In an economy, one person’s spending is another person’s income. So when the government cuts spending, it reduces people’s income, leading to less business, more unemployment, and a vicious spiral of slowing down the economy.

Osborne’s austerity measures have achieved nothing, except deepening poverty, widening economic inequality, and suffering for the poorest and most vulnerable communities – and Osborne announced in his Autumn statement that we face at least four more years of it, should the Tories gain office again.

Austerity is not an economic necessity, nor is it temporary measure to balance the books, but rather, it reflects the Conservative’s long-standing ideological commitment to dismantle the gains and achievements of the post war settlement: public services, the welfare state and the National Health Service. This is where most of the cuts have been aimed.

With a shortfall in tax receipts set to increase the size of the deficit by at least £25 billion during the next parliament, the Office for Budget Responsibility have said the only way Osborne could balance the books would be through shrinking the state to a level not seen since before the Second World War: “Total public spending is now projected to fall to 35.2 percent of GDP by 2019-20, taking it below the previous post-war lows reached in 1957-8 and 1999-2000 to what would probably be its lowest level in 80 years”. Despite facing a global recession, the Labour Government invested in our public services, and borrowed substantially less in thirteen years than the Coalition have in just five years. UK citizens were sheltered very well from the worst consequences of the global bank-induced crash.

Gordon Brown got it right in his championing of the G20 fiscal stimulus, agreed at the London summit of early April 2010, which was a continuation of his policies that had served to steer the UK economy out of the consequences of a global recession, and to protect citizens from those consequences.

Osborne’s policy of imposing austerity and budget cuts on an economy that was actually recovering was a catastrophic error. The austerity cuts propelled the economy backwards and into depression; and, far from using public spending as a countervailing force against the cutbacks in private sector investment, the Coalition’s budget cuts served to aggravate the crisis. Many people are suffering terribly as a consequence, many have been reduced to a struggle for basic survival.

The Conservatives have been engaged in a significant transfer of income from the least well-off half of the population to the more affluent in the past five years. Those with the lowest incomes have been hit hardest by austerity. Deliberately so.

It’s inconceivable that Coalition policies were formulated for anything other than profiting the wealthy at the expense of the poorest.

The following cuts came into force in April 2013:

  • 1 April – Housing benefit cut, including the introduction of the bedroom tax
  • 1 April – Council tax benefit cut
  • 1 April – Legal Aid savagely cut
  • 6 April – Tax credit and child benefit cut
  • 7 April – Maternity and paternity pay cut
  • 8 April – 1% cap on the rise of in working-age benefits (for the next three years)
  • 8 April – Disability living allowance replaced by personal independence payment (PIP)
  • 15 April – Cap on the total amount of benefit working-age people can receive.

Here are some of the Tory “incentives” and consquences for the wealthy:

In November last year, my proposition was also verified in a study of the cumulative impact of tax and welfare changes, from in-work benefits to council tax support, to the cut in the top rate of income tax and an increase in tax-free personal allowances, the report concluded that Coalition policy has been regressive across the income spectrum.

Its authors, Paola De Agostini and Professor Holly Sutherland at the university of Essex, and Professor John Hills at the LSE, wrote: “Whether we have all been ‘in it together’, making equivalent sacrifices through the period of austerity, is a central question in understanding the record of the coalition government … It is clear that the changes did not lead to uniform changes in people’s incomes. The reforms had the effect of making an income transfer from the poorer half of households (and some of the very richest) to most of the richer half, with no net effect on the public finances.

“In effect, the reductions in benefits and tax credits financed the cuts in taxes. Some groups were clear losers on average – including lone-parent families, large families, children, and middle-aged people (at the age when many are parents).”

Last year, the scale of Britain’s growing inequality was revealed by a report from the leading charity, Oxfam, showing that the country’s five richest families now own more wealth than the poorest 20% of the population.

Oxfam urged the chancellor to use the 2014 spring budget to make an assault on tax avoidance and introduce a living wage, in a report highlighting how a handful of the super-rich, headed by the Duke of Westminster, have more money and financial assets than 12.6 million Britons put together.

In the report,  A Tale of Two Britains, Oxfam said the poorest 20% in the UK had wealth totalling £28.1bn – an average of £2,230 each. The latest rich list from Forbes magazine showed that the five top UK entries – the family of the Duke of Westminster, David and Simon Reuben, the Hinduja brothers, the Cadogan family, and Sports Direct retail boss Mike Ashley – between them had property, savings and other assets worth £28.2bn.

And:

Increasing inequality is a sign of economic failure rather than success. It’s far from inevitable – a result of political choices that can be reversed.

The Labour Party have announced this week that tackling tax avoidance and evasion is a priority, and they plan to push emergency laws through parliament designed to impose far higher fines and close  tax loopholes. This move alone will raise more than £7.5bn a year in revenue for the Treasury. It’s a measure that sends out a clear message: the poorest people should not have to pay more to compensate for tax abuses by the rich.

Also announced this week was Labour’s intention to abolish archaic rules that allow wealthy “non-domiciles”, who live in the UK but claim to be domiciled overseas, to avoid paying tax in this country on what they earn outside of Britain.

Labour’s careful, costed and evidence-based policies also include: a Bankers’ Bonus Tax; a Mansion Tax; repeal of the Bedroom Tax; a reversal of the Pension Tax relief that the Tories gifted to millionaires; a reversal of the Tory Tax cut for Hedge Funds; freezing gas and electricity bills for every home a the UK for at least 20 months; the big energy firms will be split up and governed by a new tougher regulator to end overcharging; banning exploitative zero hour contracts; introduction of a living wage (already introduced by some Labour councils); a reversal of the £107,000 tax break that the Tories have given to the millionaires; reintroduction of the 50p tax; scrapping George Osborne’s “Shares for Rights” scheme that has opened up a tax loophole of £1 billion; ensuring Water Companies place the poorest households on a Social Tariff that makes it easier for them to pay their Water Bills; breaking up the banks and separating retail banking from investment banking; introduction of measures to prevent corporate tax avoidance, scrapping the Profit Tax Cut (Corporation Tax) that George Osborne has already announced for 2015 and many more.

These are not austerity measures. They are much needed, strongly redistributive policies.

The Organisation for Economic Co-operation and Development (OECD) has recently found what most of us already knew: that income inequality actually stifles economic growth in some of the world’s wealthiest countries, whilst the redistribution of wealth via taxes and benefits encourages growth.

Will the super-rich leave the UK, bag, baggage and all, as the right-wing scaremongers bleat, if we have a fair government that expects tax contributions from the cosseted rich? I seriously doubt it. They could start an exodus to New York I suppose, a city with a currently heavier tax regime, yet curiously not short of thousands of super-rich residents.

Ask yourself this: what are these tax-evading, hoarding and loudly complaining people actually contributing to our society? As far as I can see, they are supported by enormous state handouts, at everyone elses’ expense. They are propped up in their greed for ever-increasing profits,

Tax avoidance is costing us at least £70bn each year.

The most costly benefit payments in the UK are Tax Credits, Housing Benefit and Child Benefit, totalling £56.4bn a year.  These are not out of work benefits.  Some 65% of the total spent on working age benefits, is paid to people in work, whose wages are below subsistence levels.

Add to that the corporate tax benefits, such as the value of the cheap credit made available to banks and other business, the insurance schemes run by the government to protect exporters, the marketing for British business laid on by Vince Cable’s ministry, the public procurement from the private sector … a recent study conducted by Kevin Farnsworth, a senior lecturer in social policy at the University of York, concludes that direct corporate welfare costs British taxpayers just short of £85bn a year.

The Tory’s justification for allowing exploitative tax avoiders to have all of their own way is the mythological “trickle down effect.” Or “voodoo economics” to Keynsians. It was also known as the “horse and sparrow theory” a couple of centuries back. The idea being that if you feed a horse plenty of oats, the sparrows in it’s wake will also be fed .

And we are most certainly being fed horsesh*t.

It’s time to put an end to corporate welfare, and state handouts to the wealthy. We can do that by voting for a Labour government.

And if some thieving, hoarding, greedy misers threaten to leave the UK, why, I think I’ll offer to help them pack.

There is no such thing as a ‘one nation’ Tory: they always create two nations

Cameron has announced that he will not seek a third term of office as Prime Minister. He named three of his senior colleagues – Home Secretary Theresa May, Chancellor George Osborne and London mayor Boris Johnson – as possible replacements for the conservative leadership when he stands down. It doesn’t matter who leads the Tory party: they all share the same despotic tendency.

I’ve often thought that Conservatism is an enclave for those with socially destructive dark triad personality traits (Machiavellianism, Narcissism, and Psychopathy). Tories share the same regressive social Darwinist ideology, so they will always tend to formulate the same policies that divide society into steep hierarchies of wealth and privilege, resulting in massive inequalities, suffering and poverty, lies, corruption and indifference to the majority of the publics’ needs. No matter who is in the driving seat of the Tory tank, it will still knock most of us down and drive over us.

Cameron’s soundbites, such as “we are all in it together” and concepts like “the Big Society” hark back to a traditional paternalist Conservatism that had an element of communitarianism to offer. But without a “big state.” One nation Conservatives are often seen as being less harsh and a tad more “cuddly” than New Right Conservatives. Whilst one nation Conservatism is sometimes hailed as “progressive,” (but only ever amongst Conservatives,) that is tempered by the fact that all tories tend to hold onto a misty-eyed illusion of some great Victorian golden-age and the Feudal era “good ole’ days.” They never look forwards, only backwards.

It was the dominance of so-called “Red Toryism” that facilitated the post-war consensus which saw the welfare state embraced by the major parties in the 1940s. However, most Conservatives, including the new so-called Red Tories, claim that the post-war expansion of the state led to a “breakdown of once-strong communities.” Not only is this claim immensely counter-intuitive, it’s utter pseudo-nostalgic nonsense.

Cameron’s rhetoric is full of references to “rolling back the state”, the “re-awakening of community spirit”, and a restoration of the kind of “intermediate civic institutions” that preceded the welfare state. The whole idea of Cameron’s “big society” is that private charities fill the holes created by public spending cuts. Food banks have increasingly replaced welfare, for example, yet the point of post-1945 European welfare states was to free the needy from dependence on the insecurity of private generosity, which tends to miss out the socially marginalised, and to be least available when times are hardest.

Welfare, or social security, if you prefer, has provided a sense of security and dignity that we never previously enjoyed, it established a norm of decency, mutuality of our social obligations and created a parity of esteem and worth which was, until fairly recently, universal, regardless of wealth and status. The “big bad state” is comprised of civilised and civilising institutions. It is such stable and enduring institutions and subsequently secure individuals that are raised above a struggle for basic survival which provide a frame for coherent communities. The Conservatives, with their demagoguery of rigid class division, and policies of social stratification, tend to create ghettoes, not communities.

Traditional Conservatives were very influenced by Malthus, and opposed every form of social insurance “root and branch”, arguing, as the economist Brad DeLong put it:

“Make the poor richer, and they would become more fertile. As a result, farm sizes would drop (as land was divided among ever more children), labor productivity would fall, and the poor would become even poorer. Social insurance was not just pointless; it was counterproductive.” 

Malthus was a miserable, misanthropic clergyman for whom birth control was anathema. He believed that poor people needed to learn the hard way to practice frugality, self-control, and chastity. He liked to hand out allegoric and austere hair shirts and birch rods for the poor. The traditional Conservatives also protested that the effect of social insurance would be to weaken private charity and loosen traditional social bonds of family, friends, religious, and non-governmental welfare organisations.

The moralising scrutiny, control and punishment of the poor is a quintessential element of Tory narrative. Tory ideology never changes. They refuse the lessons of history, and reject the need for coherence. Tories really are stuck in the Feudal era. They have never liked the idea of something for everyone:

“The crisis is an opportunity to sweep away the rotten postwar settlement of British politics. Labour is moribund. But David Cameron has a chance to develop a “red Tory” communitarianism, socially conservative but sceptical of neoliberal economics.” Phillip Blond, The Rise of the Red Tories, 2009.

The Telegraph identified Blond as a key “driving force behind Cameron’s Big Society agenda.” There are possibly two kinds of Tory. But both types will always engineer two nations: fundamentally demarcated by wealth and privilege: one nation of haves and another of have nots.

Conservatives also believe they have moral superiority, and they always impose a framework of moral authoritarianism on the poorest. For example, Cameron’s idea of “social responsibility” does not extend to the behaviours of irresponsible bankers, the finacial class and the tax-avoidant  wealthy. It’s not just a cognitive dissonance amongst Conservatives – many in the UK fail to recognise the direct relationship between high salaries and a concentration of wealth at the top of society, and low salaries paid to the poor, and poverty at the bottom: there you have it – two nations.

The paternalism of traditional Tories and the authoritarianism of the New Right are profoundly undemocratic: neither design can reflect the needs of the public since both frameworks are imposed on a population, reflecting only the needs of the ruling class, to preserve social order.

Solidarity was said to be the movement that turned the direction of history. But we have turned away from it. Émile Durkheim, one of the three founding fathers of theoretical sociology, first developed the concept of social exclusion to describe the manifold consequences of poverty and inequality.

Much of Durkheim’s work was concerned with how societies could maintain their integrity, order and coherence. Durkheim’s answer is that our collective consciousness produces society and holds it together. His view that societies evolve through a stage of mechanistic solidarity to progress to a state of organic solidarity betrays his traditional conservative roots. But Tory notions of solidarity are not based on any belief in the value of cooperation, community, collectivism or altruism: Tories don’t feel any connection with ordinary people. It’s entirely a detached and pragmatic consideration: for Tories, social solidarity serves the sole purpose of maintaining the status quo. Preserving the two nations.

Disraeli’s Conservatism favoured a paternalistic society with the hierarchical social classes maintained but with the working class receiving support from the establishment. He emphasised the importance of social obligation rather than individualism. Disraeli warned that Britain would become divided into two “nations”, of the rich and poor, as a result of increased industrialisation and inequality. Concerned at this stark division, he supported measures to improve the lives of the people, to provide social support and protect the working classes.

One nation Conservatism originally emphasised the obligation of those at the top to those below. This was based on the Feudal concept of noblesse oblige – the belief that the aristocracy had an obligation to be generous and honourable. Disraeli felt that governments should be paternalistic, because it is “good” for society as a whole, to maintain social order. So his ultimate motivation was to simply prop up the established status quo.

Disraeli became Conservative prime minister in February 1868. He devised one nation policy to appeal to working class men as a solution to worsening divisions in society. But conservatives always conclude that the preservation of social hierarchy is in the interests of all classes, and therefore all classes should collaborate in its defense.

Both the lower and the higher classes should accept their roles and perform their respective duties.

The stability and the prosperity of the nation was seen as the ultimate purpose of collaboration between classes.

Traditional Conservatives believed that organic societies are fashioned ultimately by natural necessity, and therefore cannot be improved by reform or revolution. Indeed, reform or revolution would destroy the delicate fabric of society, creating the possibility of radical social breakdown, from this perspective.

Disraeli once said: “If the cottages are happy, the castle is safe.” Characteristically pragmatic and relatively paternalistic, then.

One nation Conservatives such as R. Butler, I. Macleod, H. Macmillan and Q. Hogg, who harked back to the Disraeli pragmatist tradition, were prepared to accept the expansion of state activity ushered in via by the 1945-51 Labour government programmes, involving selective nationalisation, expansion of the welfare state, Keynesian economic policies and tripartite decision-making. 

Though the Tories continued to place emphasis on the most profitable sectors of the economy, which would remain in private control and they still supported the perpetuation of economic inequality because of their belief that private property was a prerequisite for liberty and that capitalist economic inequality could best promote wider economic growth and rising living standards. However, in fairness, one nation Conservatives also recognised that full employment and the expansion of the welfare state were necessary to improve health, housing, education and to reduce poverty if the UK was to be cohesive.

Thatcher’s New Right neoliberalism was quite a radical break from Tory tradition and it embodied a regressive, mechanistic, individualistic theory of society. She said: “There’s no such thing as society; only individuals and families.”

Traditional Conservatives had a deep mistrust of human rationality and reason and a deep dislike of the abstract, certainly since Edmund Burke. In contrast, the New Right’s neoliberalism heralded a new image of “human nature,” which was very much based on the imported philosophy of Ayn Rand: we are rational and entirely self-seeking, in the context of negative economic freedom (free from state intervention, in theory, a least), within the free market. Rand rejected altruism and opposed collectivism.

Rand was a major inspiration for the American Tea Party movement, which has swept a new generation of Republicans and self-described Conservatives into power in the USA. The Randian neoliberalist economic context has also framed a political, social and moral authoritarianism, disciplinarianism and illiberality that has replaced traditional paternalism, and in this respect, the New Right pioneered a strongly anti-democratic, over-controlling state.

The ideological roots of the New Right also lie partly in the liberal free market economy that dominated the Victorian era, (and liberalism has always been about individualism), along with a strong belief in social hierarchy based on a natural order. However, laissez faire was a form of industrial capitalism. Neoliberalism is a newer form of financial capitalism. As an ideology it is totalising, because it’s also about literalising the market metaphor; thinking all interacations as governed by a rationale like that of markets.

New Right Conservatism weds meritocratic principles to the strong class divide tradition, though it’s an insincere partnership. References to meritocracy are usually used to bolster the claim by the wealthy and powerful that their wealth is deserved. Of course, by inference, poverty is also deserved. Yet we had certainly learned by the 1940s that it is social policies that create inequality and poverty.

Cameron claims Disraeli’s one nation Conservatism as a mantle. However, he has much more in common with Thatcher. Disraeli’s notion of a “benevolent hierarchy” bears little resemblance to the New Right’s persistent attacks on the dependency or entitlement culture deemed to have been created by the welfare state.

And one nation Conservatives would not privatise our public services, NHS and dismantle welfare. Nor would they endorse such unrestained neoliberalism.

The New Right is rather more about noblesse disoblige.

One nation Tories would recognise that the welfare state is a necessity that arose to protect citizens against the worst ravages of unfettered capitalism. It’s really the very least they can do to preserve social order. Inequality didn’t change as a consequence of welfare, but at least poverty was relativised, until recently.

Cameron’s policies of anti-welfarism have resulted in the return of absolute poverty. There’s a certain irony in the Tory preoccupation with preserving social order: their rigid ideologically-driven policies create the very things they fear – dissent, insecurity, disorder, and the recognition of a need for social change and reform. It’s always the case that Tory governments prompt a growth of radicalism and revolutionary ideas. That happens when people are stifled and oppressed.

Social Security policy resulted in the development of what was considered to be a state responsibility towards its citizens. Welfare is a social protection that is necessary. There was also an embedded doctrine of fostering equity in these policies, although that doctrine arose from within the Labour Party, of course.

As I have said elsewhere, New Right rhetoric is designed to have us believe there would be no poor if the welfare state didn’t “create” them. If the Conservatives must insist on peddling the myth of meritocracy, then surely they must also concede that whilst such a system has some beneficiaries, it also creates situations of insolvency and poverty for others.

This wide recognition that the raw “market forces” of laissez-faire and stark neoliberalism causes casualties is why the welfare state came into being, after all – because when we allow such competitive economic dogmas to manifest, there are invariably “winners and losers”. That is the nature of competitive individualism, and along with inequality, it’s an implicit, undeniable and fundamental part of the meritocracy script. And that’s before we consider the fact that whenever there is a Conservative-led government, there is no such thing as a “free market”: in reality, all markets are rigged for elites.

New Right Conservatism has blended classical liberalism, with its roots in competitive individualism and with ideas of a status-based social order. In contrast, democratic socialism has its foundation in solidarity. The former framework atomises society, breaking our sense of common bonds, pitching us against each other to compete for resources, fracturing our narrative of collective, common experience: it is about social exclusion. The latter framework unites us in cooperation, mutuality, mutual aid and reciprocity of perspective: it is about social inclusion.

I’ve said elsewhere that the Conservatives are creatures of habit rather than reason. Traditionalists, always. That is the why their policies are so stifling and anti-progressive for the majority of us. It’s why Tory policies don’t meet public needs. We always witness the social proliferation of fascist ideals with a Tory government, too. It stems from the finger-pointing divide and rule mantra: it’s them not us, them not us. But history refutes as much as it verifies, and we learned that it’s been the Tories all along. With a Conservative government, we are always fighting something. Poverty, social injustice: we fight for political recognition of our fundamental rights, which the Tories always circumvent. We fight despair and material hardship, caused by the rising cost of living, low wages, high unemployment and recession that is characteristic of every Tory government.

I think people often mistranslate what that something is. Because Tory rhetoric is all about othering: dividing, atomising of society into bite-sized manageable pieces by amplifying a narrative of sneaking suspicion and hate thy neighbour via the media.

The Tories foster incoherence and division. The world stopped making sense in 2010. The Tory-led government don’t even pretend to be rational policy-makers. Our foundations and our grounding are being knocked away. Everything becomes relative and fleeting. Transient and precarious.

Except for the rich and powerful: they still have their absolutes. We ordinary people are left just coping with crumbling logic, crumbling lives and a crumbling sense of what is real.

It strikes me that whilst we appear to have enclaves of consensus – and the media help perpetuate that impression – when you step back from that, you begin to see how divisive that apparent group consensus actually is, paradoxically. It’s really a form of bystander apathy.

We have in groups/out groups. We divide and make people into “others.” Each group fighting for something in a manufactured context of “scare resources”, the rising cost of living, sometimes against each other, but with no combined effort and genuine cooperation amongst us, that leaves each individual group wishing in the wind.

Now is the time for people to work together and value cooperation, joint efforts and pooled resources. People’s identities only make sense in the context of society, anyway. The Tories are historically unempathically, unremorsefully and irresponsibly wrong. We are social and interdependent, inter-relating creatures. Social hierarchies damage our bonds.

The barbarians are not outside the gates: they are inside the castle governing us, inflicting irremediable economic deprivation, extending inequalities and divisions of wealth and income, organising our society into competing and antagonistic interests.

The power of positive thinking is really political gaslighting

The power of positive thinking.

The government invests a lot of time and money in “nudging” people to accept the unacceptable.

George Osborne announced in the budget that the government will be funding a “package of measures” to improve employment outcomes which will entail putting Cognitive Behaviour Therapists in more than 350 job centres to provide “support” to those with “common mental health conditions,” and making online access to Cognitive Behaviour Therapy available for people who are claiming employment support allowance (ESA) and job seekers allowance (JSA).

From the HM Treasury document – Budget 2015, page 64: 1.236:

“Budget 2015 also announces a package of measures to improve employment outcomes for people with mental health conditions. Starting from early 2016, the government will provide online Cognitive Behavioural Therapy (CBT) to 40,000 Employment and Support Allowance and Jobseeker’s Allowance claimants and individuals being supported by Fit for Work. From summer 2015, the government will also begin to co-locate Improving Access to Psychological Therapies (IAPT) therapists in over 350 Jobcentres, to provide integrated employment and mental health support to claimants with common mental health conditions.”

The government put up an online contract notice which specifically states:

“This provision is designed to support people with common mental health conditions to prepare for and move into work, with intervention at the earliest possible point in a claim to benefit or access to the Fit for Work service.”

Under the government’s plans, therapists from the NHS’s Improving Access to Psychological Therapies (IAPT) programme would support jobcentre staff to assess and treat claimants, who may be referred to online cognitive behavioural therapy (CBT) courses.

We really must question the ethics of linking receipt of welfare with “state therapy,” which, upon closer scrutiny, is not therapy at all. Linked to such a narrow outcome – getting a job – this is nothing more than a blunt behaviour modification programme. The fact that the Conservatives plan to make receipt of benefits contingent on participation in “treatment” worryingly takes away the fundamental right of consent.

Cognitive Behaviour Therapy (CBT) is used to change how you think (“Cognitive”) and what you do (“Behaviour”). It bypasses context, emotions, personal history, experiences and narrative, to a large extent, and tends to focus on the “here and now.”

CBT is an approach that facilitates the identification of “negative thinking patterns” and associated “problematic behaviours” and challenges them. This approach is, at first glance, a problem-solving approach. However, it is of course premised on the assumption that interpreting situations “negatively” is a bad thing, and that thinking positively about difficult or distressing events is somehow beneficial.

The onus is on the individual to adapt to their distress and difficult circumstances by perceiving their circumstances in a stoical and purely rational way.

So we need to ask what are the circumstances that the government are expecting people claiming welfare support to accept stoically. Sanctions? Work fare? Being forced to accept very poorly paid work, abysmal working conditions and no security? The loss of social support, public services and essential safety nets?  Stigma? Starvation and destitution? State punishment and exclusion?

It’s all very well challenging people’s thoughts but for whom is CBT being used, and for what purpose? Seems to me that this is about helping those people on the wrong side of punitive government policy to accept and accommodate that, and to mute negative responses to negative situations. CBT in this context is not based on a genuinely liberational approach, nor is it based on any sort of democratic dialogue. It’s all about modifying and controlling behaviour, particularly when it’s aimed at such a narrow, politically defined and highly specific outcome.

CBT is too often founded on blunt oversimplifications of what causes human distress – for example, in this case it is assumed that the causes of unemployment are psychological rather than sociopolitical, and that assumption authorises intrusive state interventions that encode a distinctly Conservative moral framework which places responsibility on the individual, who is characterised as “faulty” in some way.

There is also an underpinning assumption that working is good for mental health, and that being in employment indicates mental wellbeing. However, isn’t it more likely the case that healthier people are in work, those who aren’t well enough to work don’t?

It’s well-established that poverty is strongly linked with a higher likelihood of being diagnosed with a mental illness. But that does not mean working is therefore somehow “good” in some way, for mental wellbeing. Therapy does not address social conditions and context, and so it permits society to look the other way, while the government continue to present mental illness as an individual weakness or vulnerability, and a consequence of “worklessness” rather than a fairly predictable result of living a stigmatised, marginalised existence of material deprivation.

Inequality and poverty are political constructions and arise because of ideology, intention and policy-formulated socioeconomic circumstances, but the Conservatives have transformed established explanations into a project of constructing behavioural and emotional problems as “medical diagnoses” for politically-created (and wholly ideologically endorsed) socioeconomic problems.

Austerity, which targets the poorest citizens disproportionately for cuts to their lifeline income and essential services, was one ideologically-driven political decision taken among alternative, effective and more humane choices.

The government are not strangers to behaviour modification techniques and have been applying crude behaviourism to public policy, drawing on the “expertise” of the Behavioural Insights Team (BIT)  – the “Nudge Unit” – that they established and installed in the Cabinet Office in 2010. (See Mind the Mindspace, which outlines some of the implications of a government extending operant conditioning via policies to an unconsenting public.)

It is disadvantaged people and excluded groups who are the primary targets of enormously pseudoscientific, coercive and punitive psychopolicy interventions. It’s a kind of technocratic ‘fix’, designed solely to align the perceptions and behaviours of those citizens failed and harmed by our current socioeconomic organisation to nonetheless accommodate and accept neoliberal outcomes.

The casual manner in which advocates of behaviourism dismiss the right of people to behave in accordance with their own feelings, intuition and instincts exposes their authoritarian (not “libertarian paternalistic”) ambitions.

It’s frankly terrifying that our so-called democratic government is waging an ideological crusade directed at altering citizens’ thoughts and behaviour, and avoiding any accountability, sidestepping any engagement in potentially difficult political debate about their policies and the impacts that they have.

The objectives adopted by the Nudge Unit choice architects, politico-therapists and psychocrats are entirely about the state micromanagement of public perceptions and behaviours.

These objectives resemble ambitions usually associated with totalitarian regimes. This is a gross state intrusion into a previously private domain – our thoughts, perceptions and behaviours. Not only is this government trespassing on an intimate, existential level; it is tampering with – editing – our perceptions and experiences, damaging and isolating the poorest citizens, burdening them with the blame for the consequences of state policies while also editing out state responsibilities towards citizens.

Both CBT and Nudge are aimed at pushing people in ways that bypass reasoning. The assumption is that because our decision-making ability is limited we need to use non-rational means to persuade people to do what is “good” for them. But who has the moral authority to decide that? This is not about helping people make better choices – it’s about coercing people to make the choices that policymakers want them to make. And again, those “choices” are based on enforcing conformity to the ideological commitments of policymakers.

This psychocratic turn is in diametric opposition to Enlightenment narratives – it fosters a profound anti-rationality and anti-autonomy approach, it’s not remotely democratic: it’s based on a ridiculous premise that people use their freedom and liberty poorly, but somehow, those passing that judgement on everyone else are exempted from such judgements themselves. It is also extends profoundly anti-humanistic consequences.

Apparently, some people think that everyone else is susceptible to flawed thinking and behaviours, but that theory magically excludes the theorist from such human failings, since they are claiming some objective, mind-independent vantage point – a position far away from the rest of us. It’s like saying: this is your “human nature” but not ours.

Whether or not we agree on the efficacy of CBT as a therapeutic model in principle is a small consideration which is overshadowed by the fact that the government are using such “therapeutic” techniques as a highly partisan tool – to enforce traditional Tory biases and prejudices and to achieve their ideologically-driven policy agenda.

CBT will be deployed in job centres to simply favour the political objectives of neoliberal Conservatism: propping up an anti-progressive austerity agenda, regressive ideology, endorsing an ever-shrinking state, while reflecting a profound  Tory misanthropy.

The social problems arising because of a lack of provision will remain unaddressed and unchallenged because of the Conservative paradigm shift in positivist – causal explanations of political and social problems: it’s not down to policy, it’s all the fault of individuals (who are of course those individuals affected adversely by state policy.)

CBT is a short-term treatment, which is cheap and simple to deliver. I suspect this is one other reason for it becoming more popular with the Coalition than is warranted.

CBT has limitations for treating certain groups, including people with severe and treatment-resistant depression and those with personality disorders.

Studies concerning the efficacy of CBT have consistently found high drop-out rates compared to other treatments, with the numbers abandoning therapy often being more than five times higher than other treatments groups. (P. Cuijpers,  A. van Straten, G.  Andersson & P. Van Oppen. (2008)).

Researchers analysed several clinical trials that measured the efficacy of CBT administered to young people who self-injure. The researchers concluded that none of them were found to be efficacious. (See: Task force on the promotion and dissemination of psychological procedures: A reported adopted by the Division 12 Board – D. Chambless, K. Babich, P. Crits-Christoph,  E. Frank, M. Gilson & R. Montgomery. (1993)).

CBT fails fundamentally on a theoretical level: it lacks basic clarity, depth and coherence. It doesn’t provide a definition of “clear and correct” thinking – curiously, CBT theorists develop a framework for determining distorted thinking without developing a framework for “cognitive clarity” or what would be deemed “healthy, normal thinking.” This has left a large space for partisan definitions and political agendas.

And why is irrational thinking considered to be a source of mental and emotional distress when there is no evidence of rational thinking causing psychological wellbeing? Furthermore, social psychology has never demonstrated that the normal cognitive processes (whatever they are) of the average person are irrational.

CBT is deterministic: it denies agency and any degree of free-will. Human behaviour, in this view, is determined by the cognitive processes invoked by external stimuli. It focuses on the former, ignoring the latter. CBT theory basically contends that what you feel is somehow not very important to why you do what you do and think what you think.

But human beings are not automata: we are complex and multi-faceted. Our emotionality is a fundamental part of being human, too – our emotional bonds and attachments, and our interactions with significant others over time contribute hugely to shaping who we are: we are socially situated and contextualised. We are intersubjective, reciprocal and intentional beings. A therapy that sidelines how we feel must surely, at best, be regarded as superficial in its efficacy, scope and reach.

Moreover, in emphasising thought processes to the exclusion of complex and legitimate emotions, therapists may contribute to the harmful repression and denial of feelings.

CBT encourages an unhealthy avoidance of psychological discomfort and distress by diverting thoughts from the source of discomfort. CBT may rouse immature, neurotic and pathological defence mechanisms. It devalues resilience based on mature coping strategies such as openness, courage, mindfulness, acceptance and emotional self-sufficiency.

Not only is that psychologically unhealthy for a person, it’s bad for society as it desensitises and de-empathises people, stultifies learning from experience by disconnecting people’s thoughts from their circumstances and from others. It discourages personal development and stifles ‘resilience’.

Perhaps the most damning criticism of CBT is that it encourages self-deception and self-blame within clients and patients, because it maintains the status quo. The basic premise of cognitive therapy is: except for how the patient thinks, everything is okay. You can see why this would appeal to the Conservatives.

Poor mental health is often linked with poverty (Melzer et al. 2004) poor community integration, and competitiveness among social groups (Arrindell et al., 2003). Key questions arise as to the efficacy, therefore, of working with individuals, when much research suggests community work would be much more effective (Orford, 2008).

The Beacon Project (Stuteley, 2002) was pioneered by health workers who supported those with depression and other health problems by working with their whole community – addressing their basic social needs and developing mutual social support systems. There were significant changes in physical and mental health for the whole community, showing the benefits of fostering a psychology of mutual support, altruism, cooperation and collaboration: building social capital.

Human needs, public services and provisions, developmental processes, social relationships and contexts are important to any comprehensive model of mental health. Community work offers something that CBT can’t: unlimited scope and reach, sustainable, self-perpetuating, long-lasting provision with an inbuilt preventative agenda. It’s also a prefigurative model. As such, it is founded on democratic principles and the values of  genuine dialogue.

But the government has no interest in addressing mental health and wellbeing or building social support provisions. The government insists that people’s problems are self-generated and endogenous. But the socioeconomic context, policy decisions and consequences are the fundamental cause of unemployment, poverty and much mental distress.

When people are affected by social problems with structural causes, such as poverty and inequality, this in turn leads to a lack of opportunity, economic disadvantage and deprivation, unemployment, ill-health, absolute poverty (increasingly), poor housing, political scapegoating and punishment via policy, it’s ludicrously and grossly unfair to further stigmatise them and claim that their problems arise because of how they think and behave.

For the Tories, the only aim of CBT is a strongly emphasised participation in the labour-market, with minimal expectations of the state and minimal reliance on public services.

No. Social problems are most often the consequence of a government that uses policy to create social inequality, poverty, social exclusion and extremely challenging economic circumstances for those people who have the least to start with. The government uses denial and a process of individualising blame for the problems caused by this government’s ideological austerity programme, which is used to legitimise further cruel constraint by those socio-economic factors caused by the government.

The Tories would have us believe that poor people suddenly become inadequate whenever we have a Tory government. They don’t, but they do become poorer. They are then held responsible and punished for the consequences of Conservatism.

If anyone needs to change the way they think, it’s certainly the Conservatives.

Update June 26, 2015: Mental health workers protest at move to integrate clinic with jobcentre

“This month Prof Jamie Hacker Hughes, president of the British Psychological Society (BPS), pointed out recent research which presented evidence that claimants had been forced to accept psychological treatment. Researchers from Hubbub and Birkbeck, University of London, found unemployment was being rebranded as a psychological disorder in many advanced economies, with interventions being introduced to promote a positive outlook or leave claimants of welfare to face sanctions.

Dave Harper, a reader in clinical psychology at the University of East London, told the Guardian he believed there was an ideological agenda driving the government’s proposals.

“We are in a recession,” Harper said. “There are not many jobs out there and this is implying that unemployed people are to blame for their situation. It’s shifting the focus away from economic policy and on to the individual.”

As a BPS member, I was happy to see a clear, ethical statement from the President.

Perhaps the most audacious aspect of David Cameron’s speech to the Conservative Party conference this year was his attempt, while reconnecting with Thatcherism, also to project his party as the party of the poor.

Part of this strategy involves presenting Labour’s record on inequality and poverty as one of downright failure.

So what is the reality? What is Labour’s record on poverty and inequality?

The place to look for reliable data on this topic are the regular publications by the IFS. Reviewing them, these seem to be the key facts.

(1) Inequality increased enormously under the Conservatives. The Gini coefficient, a standard measure of inequality, rose from around 0.25 for income inequality in 1979 to around 0.34 in the early 1990s. In the IFS’s words: ‘The scale of this rise in inequality has been shown…to be unparalleled both historically and compared with changes taking place at the same time in most other developed countries’ (Brewer et al, 2008, p.27).

David Cameron joked about the way Labour refers to the ‘wicked Tories’. Well, there’s a reason for that. The last time they held power for a significant period of time they produced an ‘unparalleled’ increase in income inequality.

(2) Yes, inequality has increased under Labour. The Gini rose to 0.35 under Labour’s first term, then fell in the second term, back to where it had been in 1996/7 (about 0.33). In Labour’s third term, inequality has increased again and is estimated at about 0.36 for 2007/8, higher than at any time since the relevant records began in 1961 (Brewer et al, 2009, pp.23-24).

(3) But Labour has been consistently redistributive. IFS analyses show repeatedly, however, that Labour’s budgets have been consistently redistributive in their effects. That is to say, if you look at who has gained and lost from the changes to the tax-benefit system since 1996/7, the gains are biggest at the bottom, disappear in the middle, with losses at the top (Phillips, 2008).

(4) And Labour has (probably) reduced ‘counterfactual’ income inequality. To assess the impact of Labour’s policies since 1996/7, it is not enough to just look at where inequality is now compared to then. One has to ask: Where would inequality be now if we had just continued with the old tax-benefit system inherited from the Conservatives (with appropriate adjustments for inflation and the like)?

In Poverty and Inequality in the UK: 2007, IFS researchers calculated what the Gini for income inequality would be in 2005/6 under unchanged Conservative policies. The actual Gini in 2005/6 was 0.347. The ‘counterfactual’ Gini, reflecting unchanged Conservative policies, was 0.378 (Brewer et al, 2007, p.22). I have not managed to find a more recent calculation of this sort.

But up to 2005/6 at least, it seems that Labour’s redistributive budgets were preventing inequality rising by as much as it would otherwise have done – as much as it would have done under the policy regime inherited from the Conservatives.

(5) Poverty, on most indicators, is lower for most groups than when Labour came to office. If we turn from inequality to poverty, the basic story seems to be, first, that on most measures, and for most groups (children, pensioners, etc.), poverty rates are lower than in 1996/7 (Brewer et al, 2009, pp.34-36). Accordingly, I would judge any broad-brush claim that ‘Poverty has increased under Labour’ or that ‘Labour has been bad for the poor’ as risible.

The usual headline measures of poverty focus on those with incomes less than 60% of the median. One Conservative line of attack has been to switch the attention to those in ‘severe’ poverty, defined as those with incomes less than 40% of the median. Analysis shows that ‘severe’ poverty rates have increased since 1996/7. However, the most recent IFS report on this subject argues that the data on those with incomes at this level is hard to interpret. Many of those in this group record expenditure well above their income level, suggesting that they might be on temporary low incomes and using savings or borrowing in expectation of higher income to maintain their living standards.

There might also be some recording error. The IFS researchers are thus sceptical that we should regard those in this group in general as really in ‘severe’ poverty (see Brewer et al, 2009, p.32).

(6) Labour’s third term has been bad for poverty reduction. Labour’s progress on reducing poverty went into reverse in its third term. Looking across the various groups (children, pensioners, etc.), poverty rates are higher now than they were in 2004/5 (Brewer et al, 2009, pp.32-34), though still lower for most groups than in 1996/7.

It should be noted, however, that IFS researchers expect child poverty to fall by 500-600,000 up to 2010/11, on the basis of existing policies and allowing for likely economic changes (Brewer, Browne, Joyce and Sutherland, 2009).

Overall, then?

Labour has (1) pursued consistently redistributive policies – it has shifted resources from rich to poor – and these policies (2) have had some effect in reducing poverty and (3) have probably helped to check, without altogether preventing (let alone reversing), increased inequality.

The Conservatives say they can do better. But, as part of the rhetoric of ‘progressive Conservatism’, they also tend to downplay the role of redistribution in tackling poverty and inequality. For they want the ‘progressive end’ of reduced poverty or inequality while using ‘conservative means’ (i.e., not redistribution).

To test what you think about this claim it helps to consider the ‘counterfactual’ exercise I mentioned above: If the Conservative approach – eschewing greater redistribution – had been applied since 1997, in place of Labour’s consistently redistributive approach, do you think poverty and/or inequality would be lower today or higher?

One of the most destructive Tory myths has been officially debunked

The Organisation for Economic Co-operation and Development (OECD) has discovered what most of us already knew: that income inequality actually stifles economic growth in some of the world’s wealthiest countries, whilst the redistribution of wealth via progressive taxation and benefits encourages growth.

The recent report from the OECD, a leading global think tank, shows basically that what creates and reverses growth is the exact opposite of what the current right-wing government are telling us, highlighting the truth of Miliband’s comments in his speech today – that the Tory austerity cuts are purely ideologically-driven, and not about effectively managing the economy at all. But again, many of us knew this was so.

The Labour Party’s economic plan, based on progressive taxation, equality and funding of public services is the best way forward for economic growth and social stability. The Conservatives have killed the potential for a sustainable economic recovery, and will continue to do so, because they promise endless austerity. This is rather akin to treating a disease with more disease.

Osborne’s economic policy is comparable with riding the fabled rubber bicycle.

We aren’t going anywhere.

The report showed evidence that the UK would have been at least 20 percent better off if the gap between the rich and poor hadn’t widened since the eighties under Thatcher, and successive Conservative administrations – the most recent having reversed the equality measures put in place by Blair. (Yes, he really did).

Prior to the global recession, the Tories said they would match the Labour government’s state spending and suggested they may even further it. However, when the global crash happened, a sudden opportunity presented for Tories to become fully-fledged… Tories, grinding their ideological axe, taking a neoliberal swing at the “bloated” public sector and at Labours’ public spending for the protection of public services and the most vulnerable citizens during the economic crisis.

It’s worth remembering that the Coalition has borrowed more in just 3 years than Labour did in 13. In fact Osborne has borrowed more than every Labour government since 1900 combined. And the current government have nothing to show for it, whereas the Labour government at least adequaltely funded public services and effectively sheltered the poorest citizens from the worst consequences of the global crisis.

Let us not forget that this feckless government inherited an economy that was in recovery. They destroyed that and caused a UK recession by imposing austerity, savagely cutting public spending and public services. Thatcher used the same basic strategy to redistribute public wealth to private bank accounts and create inequality, although she didn’t cut as deeply. It didn’t work back then either. She caused a deep recession, as did John Major – Tories being Tories.

Let us not forget that despite the finger-pointing blame game that the Conservatives indulge in – their perpetual attempts to undermine Labour’s economic credibility and bolster their own ineptitude – that it was Osborne that lost the triple A Fitch and Moody credit ratings, despite his pledge that he wouldn’t. We are regarded as an economic liability on an international level, which flies in the face of Osborne’s lies about economic growth and removes any credibility from his blustering, swaggering claims. I do wish the public more broadly would engage in some joined-up thinking, since many have believed that the cuts were inevitable, but Tory propaganda, in fairness, is designed to fragment the truth and disjoint rationality.

The truth is that Gordon Brown was right with his ideas about fiscal stimulation (rather than Osborne’s coercive fiscal contraction): it’s been a confirmed model over and over by economists and by the fact that we were out of recession in 2010. The Tories’ austerity measures have since damaged the economy profoundly.

But austerity was never about what works. Austerity is simply a front for policies that are entirely founded on Tory ideology, which is  all about handouts to the wealthy that are funded by the poor.

The OECD report highlights the fact that Conservative economic rhetoric is based on utter nonsense: it isn’t remotely rational. Tory ideology is incoherent, vindictive towards the poorest and extremely damaging, socio-economically. It shows us that the sacrifices of austerity, which were cruelly imposed on those least able to carry that burden, were justified by a malicious lie dressed-up as a promise of economic growth. But that is precisely what the Tories are destroying.

We knew that the laissez faire capitalism of industrial capitalism  and the more recent financial capitalism of post industrial neoliberalism  extend inequality. How can such systems, founded on competitive individualism, not do so? But now we have the evidence that inequality damages rather than encourages economic growth.

I’ve said elsewhere that Conservatism is centred around the preservation of traditional social hierarchy and inequality. Tories see this, erroneously, as an essential element for expanding economic opportunity. But never equal opportunity.

Conservatives think that civilised society requires imposed order, top down control and clearly defined classes, with each person aware of their rigidly defined “place” in the social order. Conservatism is a gate-keeping exercise geared towards economic discrimination and preventing social mobility for the vast majority.

David Cameron’s Conservative party got into Office by riding on the shockwaves of the 2008 global banking crisis: by sheer opportunism, dishonesty and by extensively editing the narrative about cause of that crisis. The Conservatives shamefully blamed it on “the big state” and “too much state spending.”

They have raided and devastated the public services and social security that citizens have paid for via taxes and national insurance. Support provision for citizens is cut to the bone. And then unforgivably, they blamed the victims of those savage, ideologically-directed cuts for the suffering imposed on them by the Conservative Party, using the media to amplify their despicable, vicious scapegoating narratives.

Conservatives really do think that inequality is necessary, they think that our society ought to be divided and hierarchical. They are traditional rather than rational. They have an almost feudalist approach to economic policy, blended with a strong old boys network of corporocrats.

The Tories have long been advocates of the market society, which turns everyone and everything into a commodity. Neoliberalism is an invisible hand in an iron glove, with its whispered broken promise of a mythological “trickle down” as justification – now the new right neoliberals are officially a cult of vicious cranks.

It’s the Tories that want something for nothing: the democratic contract and government responsibility

The Conservative defense of increasing economic inequality, the lionisation of Randian, Libertarian, selfish individualism and the proliferation of ideological justification narratives regarding the dismantling of the “Big (Welfare) State”, where the latter, in Orwellian fashion, is now being indicted for many of the very social and economic ills that the free market era has actually delivered has surely worn threadbare by now. 

It’s abundantly clear that it’s the Tories and the very wealthy that want something for nothing. Cameron’s mantra is “social responsibility, not state control equals Big Society.” Cameron, in his Hugo Young lecture (2009), claimed that the “Big Society demands mass engagement: a broad culture of responsibility, mutuality and obligation”.

But this isn’t about a transfer of political power or decision-making from government to the public: it’s a transfer of responsibility and duty only.

In true Orwellian spirit, Cameron went on to say: “The recent growth of the state has promoted not social solidarity, but selfishness and individualism.”  Only a conservative would claim poverty and social cohesion as their concern and passion, and then attack  the mechanism that until now has been used to alleviate them  – publicly funded state spending.

Democracy (based on the partnership between political and economic enfranchisement) happens when the concept of property encompasses access to “social goods” such as healthcare, education and public infrastructure as a right of citizenship. The idea of political representation becomes consolidated when access to such social goods is guaranteed by a legal process, as well as a political process.

The electoral franchise in countries which adopted a Lockean liberal constitutional  system, such as  Britain, had a property qualification attached to it. Universal suffrage coincided with a wider public access to social goods, giving rise to a new type of social contract: by giving up a portion of their property by way of taxation, the propertied class ensured the survival of capitalism, and the working class escaped the worst ravages of capitalism.

Access to social goods was a means of widening and legitimising the scope of democratic political representation.

However, whilst removing all of our public services, provisions, destroying our post-war settlement, the key features of which were accepted in principle by the main political parties at the time, namely: a mixed economy, a free public sector healthcare and education, a guaranteed (though minimal) state pension and social welfare provision, the government is removing social goods, nullifying the established social contract between state and individual, and is expecting that we each fend for ourselves.

I don’t remember any consent amongst the public to accept diminished living standards in return for Cameron’s proposal of national fiscal security (which he has consistently and spectacularly failed to deliver) and the maintenance of the “market-state”. Nor was there consent for authority, inequality and hierarchy, or an acceptance of being less than we can be and having less than we can have.

Our welfare provision (and I include our National Health Service, here), paid for by us, IS OUR MEANS OF BEING RESPONSIBLE AS A SOCIETY AND INDIVIDUALLY: it is a means of securing provision for ourselves if or when we need it. Our welfare provision is, and has been since its inception, each citizens’ responsibility, because we pay for it. It doesn’t belong to the government.

The consensus that the welfare state was the best basis for a healthy society was first rejected by Thatcher, who notoriously denied the very existence of society, and unashamedly espoused greed as the  “best social driver.”  Cameron, building on Thatcher’s previous groundwork, has effectively delivered an economic enclosure act, claiming OUR collective, public funds, turning that money into the private property right of the rich, in the same way the land enclosure act robbed the public of their commonly shared land, and enabled rich landowners use of their control of state processes to appropriate public land for their private benefit.

Yet despite this blatant theft: the massive transference of public funds to a few private accounts, the demands being made by the state on citizens have never been greater. All the Tories talk about are OUR obligations and individual responsibilities, whilst they claim they have NO responsibility for citizen well-being. But we have paid for state services and continue to do so via the tax and national insurance system.

In 2013 the Government spent approximately £93.5billion of our money on the private sector. This is half the £187bn government usually spends on goods and services each year. Recent growth in outsourcing of government services to private providers has been widely criticised for a lack of transparency, poor management of money and, in particular, excessive remuneration of top executives and pay inequality between employees. Extreme pay inequality and a succession of scandals in the largest government suppliers suggests that, in its present form, government outsourcing is a very poor use of tax payers’ money and not fit for purpose. This is verified by the Equality Trust’s research report: Subsidising Unfairness

It’s only the very wealthy that gain (enormously) from austerity, and they  manage to avoid  any socially responsible contribution by using government endorsed accounting systems and dodges to avoid paying taxes wherever possible. The estimated amount of taxes unpaid, thanks to evasion, avoidance, error and criminality, soared to £34 billion, according to HM Revenue and Customs. This equates to £1 in every £15 owed in taxes not being collected last year.

Furthermore, it is the poorest 10 percent of households that pay eight percent more of their income in all taxes than the richest – 43 percent compared to 35 percent, outlined in a report from the Equality Trust. The poorest pay more than four times as much of their income, in Cameron’s poll tax-styled council tax system, than the wealthiest top 10 precent.

The government’s “hardworking taxpayer” myth which is at the heart of the Tory ideologically driven austerity narrative, and divert, divide and poison strategy, creates an artificial dichotomy between benefit claimants and taxpayers. Cameron’s diversionary rhetoric has got nothing to do with responsibility and fairness: it’s simply about justifying policies that privilege a wealthy elite at the expense of the poor.

 Such us and them dichotomies  can be linked to the distinctions made between the “deserving” and  “undeserving” poor, going back over a hundred years or more, to the cruel and punitive Poor Law Reform Act. The Tories have purposefully created scapegoats: adversarial identities that are politically constructed according to notions of difference which simultaneously encourages a public comparison to, and rejection of, Others. This Othering narrative portrays benefit recipients as the enemy in a battle against fairness and responsibility.

And the public have bought into it, the Equality Trust thinktank highlights a gulf between perceptions of the tax system and its reality. A poll, conducted with Ipsos Mori, found that nearly seven in ten people believe that households in the highest 10% income group pay more of their income in tax than those in the lowest 10%.

Wealth concentration damages economies. It focuses activity within finance and other services geared towards only towards serving the super rich.Maintaining inequality requires penalising and further impoverishing the poor.

Reducing  wealth inequalities will require the introduction of wealth taxes, like the inheritance tax  we introduced a century ago. Reducing inequality requires a high top rate of income tax. This reduces income inequality not only by raising revenue, but by deterring the profit-driven greedy from asking for more money. When there is a tax rate of 60 percent on incomes above £200,000 a year, it makes little sense to pay employees much more than that.

But the wealthy tend to get so indignant when policy proposals from the opposition indicate that they will be required to actually contribute something to a society that they have taken so much more than others from. There’s been an outraged outcry, for example, regarding Labour’s Mansion tax proposals. These ignoble, self-serving Randians are happy to sit back and allow the poorest and most vulnerable to suffer and starve, whilst being subjected to the unfair, punitive bedroom tax, which contravened human rights: the poorest are bearing the terrible burden of austerity cuts whilst the wealthy continue to profit massively. Presumably, Cameron exempted the very rich from responsibility, duty and contributing  to society in any meaningful way.

Of course this is about restricting political engagement, the Conservatives have always sought to reduce it to a basic partnership between corporate interests and professional politicians. Cameron’s Conservatism rests on the unwitting rejection  of the social democratic consensus by the population which, paradoxically, need what they reject. Public consent is being manipulated to accommodate the idea that democracy is a relationship between rulers and governed, rather than it being about an elected government that reflects, represents and serves public needs. The population are being incrementally subordinated to a political system which is not conducive to the betterment of their lives, well-being or material conditions –  the Tories are imposing an imbalanced social contract comprised of citizen duties with no citizen rights; the acceptance of ever-lower living standards and increasing state authoritarianism.

The Conservative scapegoating narratives, which have blamed Labour, the poor and the unemployed for a recession caused by the private finance sector, and not the “big state” as claimed, have permitted the Coalition to pursue an ideological, destructive and grossly unfair economic strategy, which has generated only a bogus and isolated recovery largely based on government-fuelled asset bubbles in real estate and private finance, with stagnant productivity, plummeting wages, millions of people in precarious jobs, inflated living costs and utterly savage welfare cuts.

One obligation that all democratic states have, surely, is that of protecting citizens rights and freedoms. Those are most certainly being steadily diminished, and Cameron has been quite candid about scrapping our Human Rights Act, and withdrawing from the ECHR in the future.

See what I mean? It’s all take take take…

Danny Dorling says: “Gross economic inequality is as vile as racism, misogyny and hatred of the disabled; as damaging in effect; and as dependent on a small group of supporters who believe that just a few should have more and more and more, because they’re “worth it”.”

I believe that growing social inequality generates a political necessity for prejudices: they are entrenched vis-à-vis Social Darwinism in Tory ideology, fueled and perpetuated through justification narratives and amplified via the media.

I’ve said many times previously that never in this country have those who fight for democracy and social justice carried a greater burden or faced the possibility of bigger losses of human rights, human freedoms, human dignity and human welfare than they do right now.

David Freud was made to apologise for being a true Tory in public

Lord Freud, a Conservative Welfare Reform Minister, has admitted comments he made that some disabled people are  not worth” the full national minimum wage”  were “offensive”, after they were disclosed by Ed Miliband during Prime Minister’s Questions yesterday afternoon. The Labour leader has called on the Tory peer to resign. Cameron called for a full apology from Freud.

He has since apologised after slipping up and suggesting that disabled people are “not worth” the national minimum wage and some could only be paid “£2 an hour.” Cameron says the comments made by Lord Freud at the Tory conference do not represent the views of government. However, his austerity measures and the welfare “reforms” tell us a very different story.

Cameron betrayed his anger at being challenged when he once again alluded to his severely disabled late son, Ivan, and his late father, as he told Miliband that he would take no lectures on disabled people.

This is not the first time that the prime minister has used his son in anger, as a tactic designed to cause others emotional discomfort, deflect criticism and to avoid answering difficult questions regarding this government’s harsh and punitive policies towards disabled people.

The Labour leader quoted Freud, saying: “You make a really good point about the disabled. There is a group where actually, as you say, they’re not worth the full wage.”

Amidst cries of “outrage” and “shame” from the Labour benches, Mr Miliband said: “To be clear about what the Welfare Reform Minister said, it’s very serious. He didn’t just say disabled people weren’t worth the minimum wage, he went further and he said he was looking at whether there is something we can do, if someone wants to work for £2 an hour.”

He added: “Surely someone holding those views can’t possibly stay in your Government?”

Cameron said: “Those are not the views of the government, they are not the views of anyone in the government. The minimum wage is paid to everybody, disabled people included.”

Clearly very angry, the prime minister added: “Let me tell you: I don’t need lectures from anyone about looking after disabled people. So I don’t want to hear any more of that. We pay the minimum wage, we are reforming disability benefits, we want to help disabled people in our country, we want to help more of them into work. And instead of casting aspersions why doesn’t he get back to talking about the economy.”  

Once again, note the rhetorical diversionary tactics that Cameron used.

Miliband responded: “I suggest, if he wants to protect the rights of disabled people, he reads very carefully what his welfare minister has said because they are not the words of someone who ought to be in charge of policy related to disabled people.

“In the dog days of this government the Conservative party is going back to its worst instincts – unfunded tax cuts, hitting the poorest hardest, now undermining the minimum wage. The nasty party is back.”

In the Guardian said: We are in the climate of the Work Programme  and  employment and support allowance travesties, in jobseeker’s allowance sanctions and personal independent payment delays.

Coerced, free labour and a shrinking, ever conditional benefit system. Freud has not spoken out of turn, but encapsulated Conservative attitudes to both disabled people and workers: pay them as little as possible and they will be grateful for it.

The Tories are not content with forcing disabled people into work. They want to pay them a pittance when they get there. I suppose we can thank Freud. The government has been producing enough measures that infers disabled people are slightly less than human. He’s finally said it out loud.”

I couldn’t agree more. Freud’s comments are simply a reflection of a wider implicit and fundamental Social Darwinism underpinning Tory ideology, and even Tim Montgomerie, who founded the Conservative­Home site has conceded that: “Conservative rhetoric often borders on social Darwinism…and has lost a sense of social justice.”

Of course the problem with such an ideological foundation is that it directly contradicts the basic principles that modern, western democracy was founded on, it is incompatible with our Human Rights Act, which enshrines the principle that we are each of equal worth. And our Equality Act, introduced by Labour to ensure that people are not discriminated against on the grounds of their disability, gender, age and a variety of other protected characteristics.

Sam Bowman, research director of the Adam Smith Institute, has said that Freud was “shamefully mistreated” by Labour leader Ed Miliband.

The Adam Smith Institute – a think tank that promotes Conservative “libertarian and free market ideas”, minarchism and claims it is:“known for its pioneering work on privatization, deregulation, and tax reform, and for its advocacy of internal markets in healthcare and education, working with policy-makers”  – has, perhaps unsurprisingly, defended Lord Freud’s disgraceful comments regarding striving disabled workers.

Mr Bowman said: “His (Freud’s) point was that the market value of some people’s wages is below the minimum wage. This is often true of the severely disabled and can have appalling consequences for their self-esteem and quality of life.”

He added: “To point out that someone’s market value is less than minimum wage has nothing to do with their moral value as human beings.”

I beg to differ. We have a government that claims meritocratic principles define those who are worthy and deserving of wealth.We have a government that generates socially divisive narratives founded on ideological dichotomies like strivers and skivers. We have a government that systematically disregards the human rights of disabled people. Their very policies define the moral value they attribute to the poor, disabled people and the wealthy, respectively. This defence is based on a false distinction, because the Tories conflate market value and moral value explicitly, their policies are evidence of that.

The think tank president, Madsen Pirie,  once said: “We propose things which people regard as being on the edge of lunacy. The next thing you know, they’re on the edge of policy.”  

This group of neoconservatives brought you the fundamentals of Thatcher’s poll tax, the Adam Smith Institute was also the ideological driving force behind the sales of council house stock. If you need any further convincing of their Tory credentials, then their proposals that the National Health Service should establish an internal market with hospitals buying the use of facilities from other districts and from the private sector ought to be sufficient.

The Institute has always been a fierce critic of the NHS, it thinks that the government should only regulate healthcare and that healthcare should be privately funded and privately provided by private sector companies. The Adam Smith Institute said: Congratulations to the new Health Secretary Andrew Lansley, for what could be the biggest revolution in the UK’s state-run National Health Service for 60 years. 

Also recommended by this group of privatisation vultures was an internal market system for UK schools that would have (reduced) state funds to follow students to independently run academic institutions. This approach to school funding is now Coalition policy. Following the Institute’s call for the use of private businesses by local governments, many council-run local services, such as waste collection and cleaning, were contracted out. Additionally, local governments are now required to solicit competitive bids for local services.

And it was this group of Hayek-worshipping, pro-exploitation neofeudalists, who don’t declare their funding sources, that called for a radical shake-up of welfare policy, which would make work requirements absolutely central to the benefits system. These proposals subsequently became Tory policy.

And who could forget their peddling of unfettered free markets and trade as an objection to fair trade?

In the UK and elsewhere, such Conservative neoliberal ideas have drastically changed how states operate. By heavily promoting market-based economies that highly value competition and efficiency, such neoliberalist economies have moved countries to retrogressively adopting Social Darwinist philosophies to prop up free market “logic”. 

Bourdieu (1999) contends that neoliberalism as a form of national governance has become a doxa, or an unquestioned and simply accepted world-view.(See also Manufacturing consensus: the end of history and the partisan man.)

Harvey (2005) is not surprised that the ideas of capitalism have been infused into political, social, and cultural institutions at state-level. By placing a mathematical quality on social life, the neoconservatives have encouraged a formerly autonomous state to regress into penal state that values production, competition, and profit above all else, and social issues and consequences are increasingly disregarded.

Tories view their brand of economics as a social science that is capable of explaining all human behaviours, since all social agency is thought to be directed by a rationale of individualistic and selfish goals. And the focus on the individual means that ideas related to concepts such as “the public good” and realities such as “the community” are now being discarded as unnecessary components of a welfare state.

Unsurprisingly, then, high unemployment, gross inequality, and increasingly absolute poverty are increasingly blamed on individuals rather than on structural/economic constraints.

Tory economic policy is designed to benefit only a very small class of people. Such a world-view also makes it easier to justify the thought that some people are deserving of much more than others because, after all, it is a common refrain that we are all responsible for our own destinies. Freud’s comment was not a momentary lapse, nor was it unrepresentative of Tory views more generally. He is the contemptuous architect of the grossly punitive Tory Bedroom Tax that disproportionately affects households of disabled people. The Tories endorsed Freud’s discriminatory policy proposal, and savagely ridiculed the UN rapporteur, Raquel Rolnik, when she pointed out, very professionally and reasonably, that the policy contravened human rights.

He is the same government minister that rejected suggestions that austerity policies have led to an increase in food bank use – making the jaw-droppingly astonishing suggestion that food bank charities are somehow to blame. This former investment banker and peer told the Lords that the increase in the usage of food banks was “supply led”.

He said: “If you put more food banks in, that is the supply. Clearly, food from the food banks is a free good and by definition with a free good there’s almost infinite demand.”

Poverty reduced to individual neoliberal motivational formulae. Yet it is the government that are responsible for policies that create and sustain inequality and poverty.

In the wake of the longer wait for unemployment benefits introduced by George Osborne, a massive increase in the use of cruel benefit sanctions, the introduction of the mandatory review, during which benefits are not payable to disabled people, Freud also rejected suggestions by leading food bank operators that delays in benefit payments drove demand for emergency food aid.

Such brutal, dehumanising and inequitable treatment of our most vulnerable citizens cannot be regarded as an exceptional incident: the Tories have formulated policies that have at their very core the not so very subliminal message that we are worthless and undeserving of support, basic honesty and decency.

Social Darwinism, with its brutalising indifference to human suffering, has been resurrected from nineteenth century and it fits so well with the current political spirit of neoliberalism. As social bonds are replaced by narcissistic, unadulterated materialism, public concerns are now understood and experienced as utterly private miseries, except when offered up to us on the Jerry Springer Show or Benefit Street as spectacle.

The Tories conflate autonomy (the ability to act according to our own internalised beliefs and values) with independence (not being reliant on or influenced by others). Tories like Freud have poisoned the very idea that we are a social species, connected by mutual interdependencies that require a degree of good will, kindliness and willingness to operate beyond our own exclusive, strangle hold of self-interest.

The time has come to ask ourselves what possible benefit to society such a government actually is – what use is an authoritarian, punitive state that is more concerned with punishing, policing and reducing citizens than with nurturing, supporting and investing in them?

Tory Values Explained In One Easy Chart

Inequality has risen: Incomes increased for the richest last year, but fell for everyone else

On 04 June, 2014, at 3.52pm BST, Cameron said inequality is at its lowest level since 1986. I really thought I’d misheard him. This isn’t the first time Cameron has used this lie. We have a government that provides disproportionate and growing returns to the already wealthy, whilst imposing austerity cuts on the very poorest. How can such a government possibly claim that inequality is falling, when inequality is so fundamental to their ideology and when social inequalities are extended and perpetuated by all of their policies? The standard measure of inequality is  certainly being used to mislead us into thinking that the economy is far more “inclusive’ than it is.

Dr Simon Duffy authored report – A Fair Society?  – last year, for the Centre for Welfare Reform, about how the austerity cuts have been targeted. He said:

  • People in poverty are targeted 5 times more than most citizens
  • Disabled people are targeted 9 times more than most citizens
  • People needing social care are targeted 19 times more than most citizens

“The UK is the third most unequal developed country in the world and most disabled people live in poverty. The current policy is guaranteed to increase inequality and to make extreme poverty even worse.”

Here are some of the “incentives” for the wealthy:

  • Rising wealth – 50 richest people from this region increased their wealth by £3.46 billion last year to a record £28.5 billion.
  • Falling taxes – top rate of tax cut from 50% to 45% for those earning over £150,000 a year. This is 1% of the population who earn 13% of the income.
  • No mansion tax and caps on council tax mean that the highest value properties are taxed proportionately less than average houses.
  • Benefited most from Quantitative Easing (QE) – the Bank of England say that as 50% of households have little or no financial assets, almost all the financial benefit of QE was for the wealthiest 50% of households, with the wealthiest 10% taking the lions share
  • Tax free living – extremely wealthy individuals can access tax avoidance schemes which contribute to the £25bn of tax which is avoided every year, as profits are shifted offshore to join the estimated £13 trillion of assets siphoned off from our economy.

I also said: “A simple truth is that poverty happens because some people are very, very rich. That happens ultimately because of Government policies that create, sustain and extend inequalities. The very wealthy are becoming wealthier, the poor are becoming poorer. This is a consequence of  “vulture capitalism”, designed by the opportunism and greed of a few, it is instituted, facilitated and directed by the Tory-led  Coalition. ”  

Inequality Briefing reports that richest fifth of the UK population saw their incomes increase by £940 in 2013. But incomes were down by £250 for the other 80% of the population… and by £381 for the poorest fifth , according to data from the Office for National Statistics (ONS)

Explaining the data

This data compares the ‘equivalised disposable household income’ for 2011/12 and 2012/13. It was published by the Office for National Statistics as part of ‘the effects of UK tax and benefits on household income 2012/13 study.’ ONS have found that the recession did have a small effect on reducing inequality, but it now looks as though inequality is set to increase.

It has increased. Just as we have predicted.

Here is yet another great Tory lie exposed – “Making work pay”. This Government have raided our tax-funded welfare provision and used it to provide handouts to the very wealthy – £107, 000 EACH PER YEAR in the form of a tax cut for millionaires. The Conservatives claim that it is “unfair” that people on benefits are “better off” than those in work. But the benefit cuts are having a dire impact on workers as well.

People in work, especially those who are paid low wages, often claim benefits. Housing benefit, tax credit and council tax benefit are examples of benefits that are paid to people with jobs. Indeed the number of working people claiming housing benefit has risen by 86 percent in three years, which debunks another Tory myth that benefits are payable only to the “feckless” unemployed.

By portraying housing benefit as a payment for “the shirkers”, not “the strivers”, Cameron and Osborne aim to convince the public that their draconian, unprecedented welfare “reforms” are justified. 60 percent of people visiting food banks last year were in work. But unemployment benefits are just 13 percent of the national average earnings. What Cameron’s Government have done is created extreme hardship for many of those in work, and further severe hardship for those who are unemployed.

“Making work pay” is a big lie that has benefited no-one but the very wealthy, and the reduction in both the value and the amount of welfare support for unemployed individuals has come at a time when we are witnessing steady reductions in worker’s rightsand worryingly, the Tory-led Government is stepping up its attack on employment health and safety regulations. And the unions.

Last week, on the 25th April 2013, the Enterprise and Regulatory Reform Bill was granted royal assent, bringing into law the Government’s widely unpopular proposals to scrap employers’ 114-year-old liability for their staff’s health and safety in the workplace. This steady erosion of our fundamental and hard-earned rights in the workplace is linked to the steady erosion of the basic human rights of the poorest citizens. The Government have liberated wealthy private companies of any moral or legal responsibilities, so that they can simply generate vast profits by exploiting workers who have increasingly fewer means of redress.

There is also a growing reserve army of labour that may be exploited via the workfare schemes. This will mean that unscrupulous, greedy, profit-driven employers will increasingly replace paid workers with unpaid ones that are forced to work for their benefits or face losing them. This is a politically enforced programme of reducing the population’s expectations regarding choice, opportunities, rights, and quality of life.

A recent proposal from our “caring Conservatives” is that new in-work claimants should be required to attend an initial interview at a Job Centre “where a conditionality regime should be set up to ensure the individual is doing all they can to increase their hours and earnings”.

Claimants “should then be forced to attend a quarterly meeting to be reminded of their “responsibility” to try to increase their earnings”, with sanctions applied for failing to attend. This may well be the next stage of the welfare “reforms”, incorporating a punitive approach to those in work on low hours or low pay, as well as those unfortunate enough to be out of work.

There is absolutely no evidence, sense or logic behind the Tory claim that cutting welfare will “make work pay”. Well, unless we are referring to the greedy employers that will benefit and profit from the welfare “reforms” and reduction in worker’s pay level and rights. This is about gross exploitation and profiteering at any cost to human lives.

“Making work pay” is an entirely ideologically-driven, dogmatic, absurd and reductionist Conservative superficial soundbite. There is certainly an essence of all that is Tory in the word “peremptory”. There is also many a Tory donor in private business that wants to see more profit and a more abject workforce.

The real “culture of entitlement” is not to be found among poor citizens, those who are unemployed, sick and disabled citzens, as this Government would have you believe. As a matter of fact, most amongst this politically demarcated social group have paid tax and paid for the provision that they ought to be able to rely on when they/we have need of it, it’s ours, after all. The real culture of entitlement emanates from the very wealthy, and is well-fed and sustained by an aristocratic and authoritarian Government.

Every time we have periods of high unemployment, growing inequalities, substantial increases in poverty, and loss of protective rights, there is a Conservative administration behind this wilful destruction of people’s lives, and the unravelling of many years of essential social progress and civilised development that spans more than one century in ontogeny and maturation.

The Conservatives lied about our “generous welfare”. It wasn’t and it certainly isn’t now. Coming at the same time that severe cuts to tax credits and benefits are set to make an estimated 11.5 million households poorer, the Chancellor was accused by Britain’s largest union, Unite, of conducting class war on the poor while giving handouts to the rich.

The following cuts came into force in April 2013:

  • 1 April – Housing benefit cut, including the introduction of the ‘bedroom tax’
  • 1 April – Council tax benefit cut
  • 1 April – Legal Aid savagely cut
  • 6 April – Tax credit and child benefit cut

In addition, wages have not risen in real terms since 2003 and there are further fears that the Government is trying to pressurise the Low Pay Commission into cutting the national minimum wage from its present £6.19 per hour. At a time when the cost of living has risen so steeply, the Government has also increased VAT.

Commenting, general secretary Len McCluskey of Unite said: “Millionaires will be raising a glass of champagne to George Osborne this weekend as he slashes the incomes of people struggling to get by to give handouts to the rich.”

“But ordinary people – taxpayers – will be furious that George Osborne has chosen to give away £1 billion to the super-rich while their fuel and food costs rise and wages are falling”.

“His party knows no shame. They are trying to claim that their tax cuts benefit ordinary people but this is another lie – the truth is that while those earning over £1 million per year will be an average £100,000 better off, low income families will be around £900 worse off.”

“This is not the way to recover our failing economy.  Creating real jobs and paying decent wages, including a one pound increase on the minimum wage, will bring down the benefits bill and get people spending again.”

“Instead of getting on with the job he ought to be doing, like sorting out the problems he has caused to our economy, Osborne prefers to encourage hatred and demonise the poor, both in and out of work, in an ideological attack on our welfare state.”

Ed Miliband said: “David Cameron and George Osborne believe the only way to persuade millionaires to work harder is to give them more money.

But they also seem to believe that the only way to make you (ordinary people) work harder is to take money away.”

Bravo Ed, a very well spotted contradiction regarding Cameron’s claims about how “incentives” work. Apparently, the rich are a different kind of human from the majority of human beings.

It’s plain to see that Cameron rewards his wealthy friends, and has a clear elitist agenda, while he funds his friends and sponsors by stealing money from the taxpayer, by stripping welfare provision and public services down to bare bones.

A simple truth is that poverty happens because some people are very, very rich. That happens ultimately because of Government policies that create, sustain and extend inequalities. The very wealthy are becoming wealthier, the poorest are becoming poorer. This is a consequence of  “vulture capitalism”, designed by the opportunism and greed of a few, it is instituted, facilitated and directed by the Tory-led  Coalition.  

Welfare provision was paid for by the public, via tax and NI contributions. It is not a “handout.” It is not the Governments money to cut. That is our provision, paid for by us to support us if and when we need it. It’s the same with the National Health Service. Public services and provisions do not and never did belong to the Government to sell off, to make a profit from, and to strip bare as they have done

Low wages and low benefit levels, rising unemployment and a high cost of living are major causes of poverty. (“worklessness” is a made-up word to imply that the consequences of Government policies are somehow the fault of the victims of this traditional Tory harshness. It’s a psychological and linguistic attack on the poorest, disabled people and the most vulnerable citizens – blaming the unemployed for unemployment, and the poor for poverty.)

Those are a direct consequence of Coalition policies. The Coalition take money from those who need it most to give away to those who need it least. That causes poverty, and cannot fail to create growing inequality. The Coalition are creating more poverty via the class-contingent consequences of policies.

It’s time to debunk the great myth of meritocracy. Wealth has got nothing whatsoever to do with “striving” and hard work. If it were so simple, then most of the poor would be billionaires by now. 

This week it was reported that one school liaison officer told how a parent came to her pleading for help because her children were suffering from SCURVY – a potentially fatal condition caused by a severe Vitamin C deficiency. It’s an illness linked with malnutrition and poverty, and has seldom been seen in this Country for most of this century, due to improvements in medical knowledge, and the development of adequate welfare provision – that had eliminated absolute poverty in Britain. Until now. It’s increasing again.

We now have pre-Victorian Health and Safety laws in the workplace. We have Victorian malnutrition and illnesses such as scurvy and rickets. Malnutrition has resurfaced because of the re-appearance of absolute poverty – something that was eradicated because of our effective, essential welfare program, until now. We have a punitive Poor Law approach to “supporting” the poorest instead of welfare provision. These ideas and subsequent harsh and punitive policies were a dark part of our history, and now they have been resurrected by the Tories to be a part of our future. It’s social regression.

We have recession and austerity, entirely manufactured, based on ideology and not because of any economic necessity. Austerity does not include and affect the very privileged. Indeed they have benefited immensely from the politically engineered economic situation.  We have a society that has been lulled into forgetting equality, decency and fairness. We have a lying authoritarian Government that created a crisis for many to make profiteering opportunities for a few.

The New Poor Law of 1834 was based on the “principle of less eligibility,” which stipulated that the condition of the “able-bodied pauper” on relief be less “eligible” – that is, less desirable, less favourable – than the condition of the independent labourer. “Less-eligibility” meant not only that the pauper receive less by way of relief than the labourer did from his wages but also that he receive it in such a way (in the workhouse, for example) as to make pauperism less respectable than work – to stigmatise it. Thus the labourer would be discouraged from lapsing into a state of “dependency” and the pauper would be encouraged to work.

The Poor Law “made work pay”, in other words.

The clocks stopped the moment that the Tories took Office. Now their policies mean that we are losing a decade a day.
