If the Tories don’t like being compared to the Nazis, they need to stop behaving like despots.

Apparently the Conservatives are cross about being compared with the Nazis. Mike Sivier at Vox Political wrote about the circumstances of the comparison, which arose on Monday: This ignorant Tory councillor had better try justifying the deaths his party has caused.

Human Rights abuses

This is a government that is currently at the centre of a United Nations inquiry into abuses of the human rights of sick and disabled people, and is also in breach of the rights of women and children, because of their anti-humanist, draconian welfare “reforms”.

While I am very aware that we need take care not to trivialise the terrible events of the Holocaust by making casual comparisons, there are some clear and important parallels with what is happening to sick and disabled people, poor people and those who are unemployed in the UK and the ideological processes in Nazi Germany: events on a political, cultural and a psychosocial level, that I feel are crucially important to recognise.

Conservative policies are entirely ideologically driven. We have a government that frequently uses words like workshy to describe vulnerable social groups. This is a government that is intentionally scapegoating poor, unemployed, disabled people and migrants. A few  years ago, a Tory councillor said that “the best thing for disabled children is the guillotine.” More recently, another Tory councillor called for the extermination of gypsies, more than one Tory MP has called for illegal and discriminatory levels of pay for disabled people.

These weren’t “slips”, it’s patently clear that the Tories believe these comments are acceptable, and we need only look at the discriminatory nature of policies such as the legal aid bill, the wider welfare “reforms” and research the consequences of austerity for the poorest and the vulnerable citizens – those with the “least broad shoulders” –  to understand that these comments reflect how Conservatives think.

This is a government that is manipulating public prejudice to justify massive socio-economic inequalities and their own policies that are creating a steeply hierarchical society based on social Darwinist survival of the wealthiest libertarian, minarchist principles. Society is being re-arranged by the Conservatives into hierarchies of human worth, based on traditional 19th century notions of ‘deserving’ and ‘undeserving’.

Conservatives have always seen society and human relationships in terms of hierarchies, based on “red in tooth and claw” Darwinist conflict. A hierarchy is any system of persons or things ranked one above the other. The government claim that this kind of inequality and ‘competition’ for scarce resources is somehow ‘good’ for the economy. They say that people who are higher in the hierarchy got there on merit. However, at least a third of wealthy people inhereited their wealth and power. Cameron included.

Hierarchy was originally used to describe the system of church government by priests graded into ranks. Organised religion is very hierarchical. Hierarchical thinking is about seeing the world through systems of domination, ranks and importance. But the central principle of human rights is that we each have equal worth: that we are all equally important. But hierarchies ensure that privilege and decision-making is not socially distributed. Nor is power.

The very way that Tories think leads to a collision between their ideology and our human rights, and is completely incompatible with the principles of equality and democracy. Tories think that some people hold a more important place in society than others. This reduces people – they become inferiors or superiors, and really, that is about unequal distribution of power, subordination and domination – those power relationships are no longer entirely notional, we have moved some distance from being a liberal democracy these past five years – and feudalism and manorialism are very Tory ideals.

To summarise, there are strong links between the right-wing idea of competitive individualism, Social Darwinism, social inequalities, eugenics, nationalism, fascism and authoritarianism. Those ideas are implicit in Tory rhetoric, because they form the very foundations of Tory ideology. A society with inequalities is and always has been the ideologically founded and rationalised product of Conservative Governments.

The creation of scapegoats, categories of others and outgrouping

The malicious creation of socio-economic scapegoats, involving vicious stigmatisation of vulnerable social groups, particularly endorsed by the mainstream media, is simply a means of manipulating public perceptions and securing public acceptance of the increasingly punitive and repressive basis of the Tories’ welfare “reforms”, and the steady stripping away of essential state support and provision. At the same time, wages are depressed, many jobs are insecure, or zero-hour contracts and working conditions are declining.

A coerced labor force is a key feature of most despotic, authoritarian, totalitarian and fascist states and as history has taught us, ALL eugenicist-founded tyrannies.

The political construction of social problems also marks an era of increasing state control of citizens with behaviour modification techniques, (under the guise of “paternalistic libertarianism”) all of which are a part of the process of restricting access rights to welfare provision.

The mainstream media has been complicit in the process of constructing deviant welfare stereotypes and in engaging prejudice and generating moral outrage from the public:

“If working people ever get to discover where their tax money really ends up, at a time when they find it tough enough to feed their own families, let alone those of workshy scroungers, then that’ll be the end of the line for our welfare state gravy train.” James Delingpole 2014

Poverty cannot be explained away by reference to simple narratives of the workshy scrounger as Delingpole claims, no matter how much he would like to apply such simplistic, blunt, stigmatising, dehumanising labels that originated from the Nazis (see arbeitssheu.)

This past five years we have witnessed an extraordinary breakdown of the public/private divide, and a phenomenological intrusion on the part of the state and media into the lives of the poorest members of society. Ideology

Hannah Arendt wrote extensively about totalitarian regimes, in particular Nazism and Stalinism, which she distinguishes from Italian Fascism, because Hitler and Stalin sought to eliminate all restraints upon the power of the State and furthermore, they sought to dominate and control every aspect of everyone’s life. There are parallels here, especially when one considers the continued attempts at dismantling democratic processes and safeguards since the Coalition first took office. And the quiet editing and steady erosion of our protective laws

Between February 1933 and the start of World War Two, Nazi Germany underwent an economic “recovery” according to the government. Rather like the “recovery” that Osborne and Cameron are currently claiming, which isn’t apparent to the majority of citizens.

This economic miracle, sold to the people of Germany, entailed a huge reduction in unemployment. However, the main reason for this was fear – anyone who was found guilty of being workshy (arbeitssheucould then be condemned to the concentration camps that were situated throughout Germany. Hitler frequently referred to the economic miracle, whilst people previously employed in what was the professional class were made to undertake manual labour on the autobahns. People didn’t refuse the downgraded status and pay, or complain, lest they became Arbeitsscheu Reich compulsory labor camp prisoners, and awarded a black triangle badge for their perceived mental inferiority and Otherness.

Behaviour can be controlled by manipulating fear, using a pattern of deprivation. Benefit sanctions, for example, leave “workshy”people without the means to meet their basic survival needs and are applied for periods of weeks or months and up to a maximum of 3 years. That the government of a so-called first world liberal democracy is so frankly inflicting such grotesquely cruel punishments on vulnerable citizens is truly horrific. It’s also terrifying that the media and to some extent, the wider British public are complicit in this: they fail to recognise that the Social Darwinism inherent in Tory ideological grammar is being communicated through discourses and policies embodying crude behaviour modification techniques and an implicit eugenics subtext .

There were various rationales for the Nazi Aktion T4 programme, which include eugenics, Social Darwinism, racial hygiene, cost effectiveness and reducing the welfare budget.

The social psychology of eugenics

Gordon Allport studied the psychological and social processes that create a society’s progression from prejudice and discrimination to genocide. In his research of how the Holocaust happened, he describes socio-political processes that foster increasing social prejudice and discrimination and he demonstrates how the unthinkable becomes tenable: it happens incrementally, because of a steady erosion of our moral and rational boundaries, and propaganda-driven changes in our attitudes towards politically defined others, that advances culturally, by almost inscrutable degrees.

The process always begins with political scapegoating of a social group and with ideologies that identify that group as  the Other: an “enemy” or a social “burden” in some way. A history of devaluation of the group that becomes the target, authoritarian culture, and the passivity of internal and external witnesses (bystanders) all contribute to the probability that violence against that group will develop, and ultimately, if the process is allowed to continue evolving, extermination of the group being targeted.

Economic recession, uncertainty and authoritarian or totalitarian political systems contribute to shaping the social conditions that seem to trigger Allport’s escalating scale of prejudice.

In the UK, the media is certainly being used by the right-wing as an outlet for blatant political propaganda, and much of it is manifested as a pathological persuasion to hate others. The Conservatives clearly have strong authoritarian tendencies, and that is most evident in their anti-democratic approach to policy, human rights, equality, social inclusion and processes of government accountability.

Vulnerable groups are those which our established principles of social justice demand we intervene to help, support and protect.  However, the Conservative’s rhetoric is aimed at a deliberate identification of citizens as having inferior behaviour. The poorest citizens are presented as a problem group because of their individual faulty characteristics, and this is intentionally diverting attention from wider socio-economic and political causes of vulnerability. Individual subjects experiencing hardships have been placed beyond state protection and are now the objects of policies that embody behaviourism, and pathologising, punitive and coercive elements of social control. Vulnerable people are no longer regarded as human subjects, the state is acting upon them, not for or on behalf of them.

People are still debating if Stalin’s Holodomor conforms to a legal definition of genocide, no-one doubts that Hitler’s gas chambers do, though Hitler also killed thousands by starvation.

Our own government have formulated and implemented policies that punish unemployed people for being “workshy” – for failing to meet the never-ending benefit conditionality requirements which entails the use of negative incentives and behaviour modification to “support” a person’s into  work –  by withdrawing their lifeline benefit. We also know that sanction targets have led to many people losing lifeline benefits for incoherent and grossly unfair reasons that have nothing to do with an unwillingness to cooperate or work.

Since benefits were originally calculated to meet basic living requirements – food, fuel and shelter – it’s  inconceivable that the government haven’t already considered the consequences of removing people’s means of meeting these fundamental survival needs. Of course, the Tory claim that this draconian measure is to incentivise people to “find work” doesn’t stand up to scrutiny when we consider that there isn’t enough work for everyone, and certainly not enough work around that pays an adequate amount to actually survive on.

Furthermore it flies in the face of long-established and conventional wisdom which informs us that if you reduce people by removing their means of survival, those people cannot be motivated to do anything else but to struggle and survive. Maslow tells us that unless we meet basic survival needs, we cannot be motivated to meet higher level psychosocial ones.

Tory austerity is all about ideology – the dehumanisation of the poor, and the destruction of public services and provisions – state infrastructure – and nothing to do with the state of the economy. It’s also about cutting money from the poorest and handing it to the wealthiestMany economists agree that austerity is damaging to the economy.

There has been a media complicity with irrational and increasingly punitive Tory policies. But why are the public so compliant?

Decades of  research findings in sociology and psychology inform us that as soon as a group can be defined as an outgroup, people will start to view them differently. The very act of demarcating groups begins a process of ostracization.

As well as the political and social definitions of others, there also exists deeper, largely unconscious beliefs that may have even more profound and insidious effects. These are related to whether people claiming benefits are even felt to be truly, properly human in the same way that “we” are.

This is called infrahumanisation. Infra means “below”, as in below or less than fully human. The term was coined by a researcher at the University of Louvain called Jacque-Philippe Leyens to distinguish this form of dehumanisation from the more extreme kind associated with genocide.

However, I don’t regard one form of dehumanisation as being discrete from another, since studies show consistently that it tends to escalate when social prejudice increases. It’s a process involving accumulation.

According to infrahumanisation theory, the denial of uniquely human emotions to the outgroup is reflective of a tacit belief that they are less human than the ingroup.

Poor people, sick and disabled people, homeless people people with mental illness and social security claimants are the most frequently outgrouped. It is these most stigmatised groups that people have the most trouble imagining having the same uniquely human qualities as the rest of us. This removes the “infrahumanised” group from the bonds, moral protection and obligations of our community, because outgrouping de-empathises us.

This would explain why some people attempt to justify the austerity cuts, which clearly fall disproportionately on the most vulnerable. This is probably  why fighting the austerity cuts is much more difficult than simply fighting myths and political propaganda. I think the government are very aware of the infrahumanisation tendency amongst social groups and are manipulating it, because growing social inequality generates a political necessity for social prejudices to use as justification narratives.

The linguistic downgrading of human worth

During a debate in the House of Lords, Freud described the changing number of disabled people likely to receive the employment and support allowance as a “bulge of, effectively, stock. After an outraged response, this was actually transcribed by Hansard as “stopped”, rendering the sentence meaningless.  He is not the only person in the Department of Work and Pensions who uses this term. The website describes disabled people entering the government’s work programme for between three and six months as 3/6Mth stock.

This infrahumanised stock are a source of profit for the companies running the programme. The Department’s delivery plan recommends using  credit reference agency data to cleanse the stock of fraud and error”.

The linguistic downgrading of human life requires dehumanising metaphors: a dehumanising socio-political system using a dehumanising language, and it is becoming familiar and pervasive: it has seeped almost unnoticed into our lives.

Until someone like Freud or Mellins pushes our boundaries of decency a little too far. Then we suddenly see it, and wonder how such prejudiced and discriminatory comments could be deemed acceptable and how anyone could possibly think they would get away with such blatantly offensive comment without being challenged. It’s because they have got away with less blatantly offensive comments previously: it’s just that they pushed more gently and so we didn’t see.

The government also distorts people’s perceptions of the aims of their policies by using techniques of neutralisation. An example of this method of normalising prejudice is the use of the words “incentivise” and “help” in the context of benefit sanctions, which as we know are intentionally extremely punitive, and people have died as a consequence of having their lifeline benefit withdrawn.

As Allport’s scale of prejudice indicates, hate speech and incitement to genocide start from often subliminal expressions of prejudice and subtle dehumanisation, which escalate. Germany didn’t wake up one morning to find Hitler had arranged the murder of millions of people. It happened, as many knew it would, and was happening whilst they knew about it. And many opposed it, too.

The dignity and equal worth of every human being is the axiom of international human rights. International law condemns statements which deny the equality of all human beings.

As a so-called civilised society, so should we.

The government need to learn about the link between correlation and causality. Denial of culpability is not good enough.

Correlation isn’t quite the same as causality. When researchers talk about correlation, what they are saying is that they have found a relationship between two, or more, variables. “Correlation does not mean causation” is a quip that researchers chuck at us to explain that events or statistics that happen to coincide with each other are not necessarily causally related.

Correlation means that an association has been established, however, and the possibility of causation isn’t refuted or somehow invalidated by the establishment of a correlation. Quite the contrary. Indeed an established association implies there may also be a causal link. To prove causation, further research into the association must be pursued. So, care should be taken not to assume that correlation never implies causation, because it quite often does indicate a causal link.

Whilst the government deny there is a causal link between their welfare policies, austerity measures and an increase in premature deaths and suicides, they cannot deny there is a clear correlation, which warrants further research – an independent inquiry at the VERY least. But the government are hiding behind this distinction to deny any association at all between policy and policy impacts. That’s just plain wrong.

Correlations between two things may be caused by a third factor that affects both of them. This sneaky, hidden third factor is called a confounding variable, or simply a confounder.

However, most of the social research you read tends to indicate and discuss a correlation between variables, not a direct cause and effect relationship. Researchers tend to talk about associations, not causation. Causation is difficult but far from impossible to establish, especially in complex sociopolitical environments. It’s worth bearing in mind that establishing correlations is crucial for research and show that something needs to be examined and investigated further. That’s precisely how we found out that smoking causes cancer, for example – through repeated findings showing an association (those good solid, old fashioned science standards of replicability and verification). It is only by eliminating other potential associations – variables – that we can establish causalities.

The objective of a lot of research or scientific analysis is to identify the extent to which one variable relates to another variable. If there is a correlation then this guides further research into investigating whether one action causes the other. Statistics measure occurrences in time and can be used to calculate probabilities. Probability is important in studies and research because measurements, observations and findings are often influenced by variation. In addition, probability theory provides the theoretical groundwork for statistical inference.

Statistics are fundamental to good government, to the delivery of public services and to decision-making at all levels of society. Statistics provide parliament and the public with a window on the work and performance of a government. Such data allows for the design of policies and programs that aim to bring about a desired outcome, and permits better targeting of resources. Once a policy has been implemented it is necessary to monitor and evaluate the effectiveness of the policy to determine whether it has been successful in achieving the intended outcomes. It is also important to evaluate whether services (outputs) are effectively reaching those people for whom they are intended. Statistics play a crucial role in this process.  So statistics, therefore, represent a significant role in good policy making and monitoring. The impact of policy can be measured with statistics.

So firstly, we need to ask why the government are not doing this.

If policy impacts cannot be measured then it is not good policy.

Ensuring accuracy and integrity in the reporting of statistics is a serious responsibility. In cases where there may not be an in-depth understanding of statistics in general, or of a particular topic, the use of glossaries, explanatory notes and classifications ought to be used to assist in their interpretation.

Statistics can be presented and used in ways that may lead readers and politicians to draw misleading conclusions. It is possible to take numbers out of context, as Iain Duncan Smith, amongst others, is prone to do. However, official statistics are supposed to be produced impartially and free from political influence, according to a strict code of practice. We need to ask why the government refuses to conduct any research into their austerity policies, the impact they are having and the associated deaths and suicides.

Without such research, it isn’t appropriate or legitimate to deny a causal link between what are, after all, extremely punitive, targeted, class contingent policies and an increase in premature mortality rates.

The merits of qualitative research

However, I believe that social phenomena cannot always be studied in the same way as natural phenomena. There are, for example, distinctions to be made between facts and meanings. Qualitative researchers are concerned with generating explanations and extending understanding rather than simply describing and measuring social phenomena and establishing basic cause and effect relationships. Qualitative research tends to be exploratory, potentially illuminating underlying intentions, reasons, opinions, and motivations to human behaviours. It often provides insight into problems, helps to develop ideas, and may also be provide potential for the formulation hypotheses for further quantitative research.

The dichotomy between quantitative and qualitative methodological approaches, theoretical structuralism (macro-level perspectives) and interpretivism (micro-level perspectives) in sociology, for example, is not nearly so clear as it once was, however, with many social researchers recognising the value of both means of data collection and employing methodological triangulation, reflecting a commitment to methodological and epistemological pluralism. Qualitative methods tend to be much more inclusive, lending participants a dialogic, democratic voice regarding their experiences.

The government have tended to dismiss qualitative evidence of the negative impacts of their policies – presented cases studies, individual accounts and ethnographies – as “anecdotal.”

However, such an approach to research potentially provides insight, depth and rich detail because it explores beneath surface appearances, delving deeper than the simplistic analysis of ranks, categories and counts. It provides a reliable record of experiences, attitudes, feelings and behaviours and prompts an openness that quantitative methods tend to limit, as it encourages people to expand on their responses and may then open up new topic areas not initially considered by researchers. As such, qualitative methods bypass problems regarding potential power imbalances between the researcher and the subjects of research, by permitting participation and creating space for genuine dialogue and reasoned discussions to take place. Research regarding political issues and impacts must surely engage citizens on a democratic basis and allow participation in decision-making, to ensure an appropriate balance of power between citizens and government.

That assumes of course that governments want citizens to engage and participate. There is nothing to prevent a government deliberately exploiting a research framework as a way to test out highly unethical and ideologically-driven policies, and to avoid democratic accountability, transparency and safeguards. How appropriate is it to apply a biomedical model of prescribed policy “treatments” to people experiencing politically and structurally generated social problems, such as unemployment, inequality and poverty, for example?

Conservative governments are indifferent to fundamental public needs

The correlation between Conservative policies and an increase in suicides and premature deaths is a fairly well-established one.

For example, Australian social scientists found the suicide rate in the country increased significantly when a Conservative government was in power.

And an analysis of figures in the UK strongly suggests a similar trend.

The authors of the studies argue that Conservative admininistration traditionally implies a less supportive, interventionist and more market-orientated policy than a Labour one. This may make people feel more detached from society, they added. It also means support tends to be cut to those who need it the most.

Lead researcher Professor Richard Taylor, of the University of Sydney, told BBC News Online:

“We think that it may be because material conditions in lower socio-economic groups may be relatively better under labour because of government programmes, and there may be a perception of greater hope by these groups under labour.

There is a strong relationship between socio-economic status and suicide.”

The research is published in the Journal of Epidemiology and Community Health.

In one of a series of accompanying editorials, Dr Mary Shaw and colleagues from the University of Bristol say the same patterns were evident in England and Wales between 1901 and 2000.

Rates have been lower under Labour governments and soared under the last Conservative regime, which began in 1979 under Margaret Thatcher.

Interestingly, the authors of more recent research point out that although suicide rates tend to increase when unemployment is high, they were also above average during the 1950s when Britain “never had it so good,” but was ruled by the Conservative party.

Overall, they say, the figures suggest that 35,000 people would not have died had the Conservatives not been in power, equivalent to one suicide for every day of the 20th century or two for every day that the Conservatives ruled.

The UK Conservative Party typically refused to comment on the research.

Not a transparent, accountable and democratic government, then.

More recently, public health experts from Durham University have denounced the impact of Margaret Thatcher’s policies on the wellbeing of the British public in research which examines social and health inequality in the 1980s.

The study, which looked at over 70 existing research papers, concludes that as a result of unnecessary unemployment, welfare cuts and damaging housing policies, the former prime minister’s legacy includes the unnecessary and unjust premature death of many British citizens, together with a substantial and continuing burden of suffering and loss of well-being.

The research shows that there was a massive increase in income inequality under Baroness Thatcher – the richest 0.01 per cent of society had 28 times the mean national average income in 1978 but 70 times the average in 1990, and UK poverty rates went up from 6.7 per cent in 1975 to 12 per cent in 1985.

Thatcher’s governments wilfully engineered an economic catastrophe across large parts of Britain by dismantling traditional industries such as coal and steel in order to undermine the power of working class organisations, say the researchers. They suggest this ultimately fed through into growing regional disparities in health standards and life expectancy, as well as greatly increased inequalities between the richest and poorest in society.

Co-author Professor Clare Bambra from the Wolfson Research Institute for Health and Wellbeing at Durham University, commented:

“Our paper shows the importance of politics and of the decisions of governments and politicians in driving health inequalities and population health. Advancements in public health will be limited if governments continue to pursue neoliberal economic policies – such as the current welfare state cuts being carried out under the guise of austerity.”

Housing and welfare changes are also highlighted in the paper, with policies to sell off council housing such as Right to Buy  scheme and to reduce welfare payments resulting in further inequalities and causing “a mushrooming of homelessness due to a chronic shortage of affordable social housing.” Homeless households in England tripled during the 1980s from around 55,000 in 1980 to 165,000 in 1990.

And while the NHS was relatively untouched, the authors point to policy changes in healthcare such as outsourcing hospital cleaners, which removed “a friendly, reassuring presence” from hospital wards, led to increases in hospital acquired infections, and laid the ground for further privatisation under the future Coalition government.

The figures analysed as part of the research also show high levels of alcohol and drug-related mortality and a rise in deaths from violence and suicide as evidence of health problems caused by rising inequality during the Thatcher era.

The study, carried out by the Universities of Liverpool, Durham, West of Scotland, Glasgow and Edinburgh, is published in the International Journal of Health Services. It was scientifically peer-reviewed and the data upon which it was based came from more than 70 other academic papers as well as publicly available data from the Office for National Statistics (ONS).

The Government has repeatedly denied any links between social security cuts and deaths, despite the fact that there is mounting and strong evidence to the contrary. Yet it emerged that the Department for Work and Pensions (DWP) has carried out 60 reviews into deaths linked to benefit cuts in the past three years.

The information, released by John Pring, a journalist who runs the Disability News Service (DNS), was obtained through Freedom of Information requests. The data showed there have been 60 investigations into the deaths of benefit claimants since February 2012.

The DWP says the investigations are “peer reviews following the death of a customer.”

Iain Duncan Smith has denied that this review happened:

“No, we have not carried out a review […] you cannot make allegations about individual cases, in tragic cases where obviously things go badly wrong, you can’t suddenly say this is directly as a result of government policy.”

Several disability rights groups and individual campaigners, including myself, have submitted evidence regularly to the United Nations over the past three years, including details of Conservative policies, decision-making narratives and the impact of those policies on sick and disabled people. This collective action has triggered a welcomed international level investigation, which I reported last August: UK becomes the first country to face a UN inquiry into disability rights violations.

The United Nations only launch an inquiry where there is evidence of “grave or systemic violations” of the rights of disabled people.

Government policies are expressed political intentions regarding how our society is organised and governed. They have calculated social and economic aims and consequences.

How policies are justified is increasingly being detached from their aims and consequences, partly because democratic processes and basic human rights are being disassembled or side-stepped, and partly because the government employs the widespread use of propaganda to intentionally divert us from their aims and the consequences of their ideologically (rather than rationally) driven policies.  All bullies and despots scapegoat and stigmatise their victims. Furthermore, policies have become increasingly detached from public interests and needs.

It’s possible to identify which social groups this government are letting down and harming the most – it’s the ones that are being politically marginalised and socially excluded. It’s those groups that are scapegoated and deliberately stigmatised by the perpetrators of their misery.

Iain Duncan Smith and Priti Patel claim that we cannot make a link between government policies and the deaths of some sick and disabled people. There are no grounds whatsoever for that claim. There has been no cumulative impact assessment, no inquiry, no further research regarding an established correlation and a longstanding refusal from the Tories to undertake any of these. There is therefore no evidence for their claim.

Political denial is repressive, it sidesteps democratic accountability and stifles essential debate and obscures evidence. Denial of causality does not reduce the probability of it, especially in cases where a correlation has been well-established and evidenced.

For Arnstein, participation reflects “the redistribution of power that enables the have-not citizens, presently excluded from the political and economic processes, to be deliberately included in the future. It is the strategy by which the excluded join in determining how information is shared, goals and policies are set, tax resources are allocated, programmess are operated, and benefits like contracts and patronage are parceled out. In short, it is the means by which they can induce significant social reform which enables them to share in the benefits of the affluent society.”

A starting point may be the collective gathering of evidence and continual documentation of our individual experiences of austerity and the welfare “reforms”, which we must continue to present to relevant ministers, parliament, government departments, the mainstream media and any organisations that may be interested in promoting citizen inclusion, empowerment and democratic  participation.

We can give our own meaningful account of our own experiences and include our own voice, reflecting our own first-hand knowledge of policy impacts, describing how we make sense of and understand our own situations, including the causal links between our own circumstances, hardships, sense of isolation and distress, and Conservative policies, as active, intentional, consciencious citizens. Furthermore, we can collectively demand a democratic account and response (rather than accepting denial) from the government.

Work Programme continues to harm people with mental health problems

The Government’s Work Programme is making the lives of people with mental health problems worse, and having a detrimental impact on people’s ability to work, research by a leading mental health charity has found.

A report from Mind said the flagship scheme, which requires people to take unpaid work allocated by contractors or face losing their lifeline benefits, was taking entirely the wrong approach and actually damaging people’s motivation and capacity to work.

The research found that most people who are on the scheme because of their mental health problems reported worsening health issues due to their experiences of it.

83 per cent of people surveyed said the scheme’s “support” had made their mental health problems worse or much worse.

The latest statistics from the Department for Work and Pensions (DWP) reveal that less than 8 per cent of people being supported by Employment and Support Allowance (ESA) have moved into employment through the Work Programme. Around half of people on ESA are being supported primarily because of their mental health problems.

Tom Pollard, Policy and Campaigns Manager at Mind, said:

“These latest figures provide further evidence that the overwhelming majority of people with disabilities and mental health problems are not being helped by the Government’s flagship back-to-work support scheme. A recent report from Mind found that people with mental health problems are less likely to be supported into employment through the Work Programme than those with other health conditions and are more likely to have their benefits sanctioned.”

Even more worryingly, the majority of respondents to our survey said the Work Programme was actually making their health worse, and as a result they had needed more support from health services and felt further from work than previously. Mind is calling for everyone with a mental health problem who is receiving mainstream support through this scheme to be placed onto a new scheme and offered more personalised, specialist support which acknowledges and addresses the challenges people face in getting and keeping a job.”

Additionally, over three quarters of people – 76 per cent – said the Work Programme had actually made them feel less able to work than before they were coerced to participate in the scheme.

The results resonate with figures released in a number of previous years suggesting that people on the Work Programme are actually far less likely to return to work than people who are simply left to their own initiative.

In the first year of the £450 million programme, just two out of 100 people on the scheme returned to work for more than six months.

In 2013 Labour’s then shadow work and pensions secretary Liam Byrne described the scheme as “literally worse than doing nothing”.

Mind’s chief executive Paul Farmer wrote:

“Cutting someone’s support for failing to meet certain requirements causes not just financial problems but a great deal of psychological distress too.

Mind was one of a group of six mental health organisations to respond to a Work and Pensions Committee Welfare to Work inquiry within which we voiced concerns with the system and made a number of recommendations for improving benefits and back-to-work support. A number of schemes deliver far more effective support to people with mental health problems, at a fraction of the cost of the Work Programme.

WorkPlace Leeds, for example, delivered by Leeds Mind, costs much less than the Work Programme and achieves far better outcomes, with nearly a third (32 per cent) of people with severe and enduring mental health problems gaining paid employment. Schemes such as these are far more helpful and effective in supporting those ready and able to work into fulfilling, appropriate paid employment, relevant to their individual skills and ambitions.

We wholeheartedly support the Government’s aspiration to halve the disability employment gap by helping a million more disabled people into work. However, this will only happen if bold changes are made. As the Welfare Reform and Work Bill makes its way through Parliament, Mind is calling on Employment Minister Priti Patel to overhaul the benefits system, by focusing less on pressurising people and investing more in tailored, personalised support. We’re calling for everyone with mental health problems on the Work Programme to be taken out of this scheme, and instead given alternative support which acknowledges and addresses the challenges they face in getting and keeping a job.”

There are perverse political incentives for pushing people onto workfare programmes. The DWP has simplified its performance measures and now primarily targets the move by claimants away from benefits, or “off-flow”, as a simple and intuitive measure of performance. However, this gives no information about how individual jobcentres perform in supporting claimants to work. Some may have found work but, in more than 40 per cent of cases, the reason for moving off benefits is not actually recorded.

The government does not track or follow up the destination of all those leaving the benefit system, and so the off-flow figures will inevitably include many having their claim ended for reasons other than securing employment, including sanctions, awaiting mandatory review, appeal, death, hospitalisation, imprisonment, on a government “training scheme” (see consent.me.uk  and the Telegraph – those on workfare are counted as employed by the Labour Force Survey, which informs government “employment” statistics.)

Workfare programmes offer further opportunity for imposing sanctions, too. Last year, Iain Duncan Smith met a whistle-blower who has worked for his Department for Work and Pensions for more than 20 years. Giving the Secretary of State a dossier of evidence, the former Jobcentre Plus adviser told him of the development of a “brutal and bullying” culture of “setting claimants up to fail”.

“The pressure to sanction customers was constant,” he said. “It led to people being stitched-up on a daily basis.”

The whistle-blower wished to remain anonymous but gave his details to Iain Duncan Smith, DWP minister Esther McVey and Neil Couling, Head of Jobcentre Plus, who also attended the meeting.

“We were constantly told ‘agitate the customer’ and that ‘any engagement with the customer is an opportunity to ­sanction’,”  he told them. 

Iain Duncan Smith and his department have repeatedly denied there are targets for sanctions.

“They don’t always call them targets, they call them ‘expectations’ that you will refer people’s benefits to the decision maker,”  the whistle-blower says. “It’s the same thing.”

He said that managers fraudulently altered claimants’ records, adding: “Managers would change people’s appointments without telling them. The appointment wouldn’t arrive in time in the post so they would miss it and have to be sanctioned. That’s fraud. The customer fails to attend. Their claim is closed. It’s called ‘off-flow’ – they come off the statistics. Unemployment has dropped. They are being stitched up.”

The Department of Work and Pensions no longer meets the needs of people requiring support to find work. Instead it serves only the requirements of an ideologically-driven, irrational and authoritarian government.

Techniques of neutralisation: David Cameron’s excuses for Iain Duncan Smith

I wrote earlier about the way the Department of Work and Pensions (DWP) heavily micro-managed the recent Mortality Statistics release, and how the Government are using an excessively bureaucratic approach to ensure that no inferences are drawn from the data published, insisting that it’s “wrong” to link the mortality rates of sick and disabled people with punitive, Conservative austerity policies.

However, the accounts and experiences of sick and disabled people and their families (recorded in the media, in parliamentary inquiries, Commons debates – all preserved on the Hansard record) inform us that there is a clear correlation between the Tory “reforms” and increased distress, a loss of dignity and autonomy, financial insecurity and insolvency, increasing ill health, and sometimes, the death, of disabled people.

When confronted in the Commons, Iain Duncan Smith and other ministers dispensed with civilised debate, and simply blocked any discussion regarding concerns raised by the opposition about the negative impact of the Tory welfare cuts on sick and disabled people.  Values of decency and legitimate concerns about the welfare of sick and disabled citizens were depreciated as mere matters of “subjective interpretation” and not as worthy subjects of political, rational or objective discussion.

The Mortality Statistics release from Department of Work and Pension “provides further commentary on the appropriate use of this information” – in other words, it informs us what we may and may not do with the “data”, and carries this pre-emptive caution:

“Any causal effect between benefits and mortality cannot be assumed from these statistics. Additionally, these isolated figures provide limited scope for analysis and nothing can be gained from this publication that would allow the reader to form any judgement as to the effects or impacts of the Work Capability Assessment.”

Bearing in mind that the information in the release came about because of many Freedom of Information (FOI) requests from many of us, and the rulings of the Information Commissioner and a tribunal (Mike Sivier from Vox Political appealed against the original decision by the Information Commissioner and the DWP to refuse the Freedom of Information requests), it’s difficult to see why the Government have been so determined, firstly, to withhold the information requested, secondly, when forced to make the release, to present the information in a decontextualized way that renders it virtually meaningless, thirdly, to go to such extraordinary lengths to instruct us how we may and may not analyse the data and fourthly, to respond to any interpretive reference to the data as “wrong”, refusing to engage in any further discussion.

Unless of course it’s a Government that doesn’t want open and democratic accountability and public scrutiny of the often devastating impact of its policies.

Debbie Abrahams, the new shadow minister for disabled people, has long been an outstanding campaigner and spokesperson for disabled people. Earlier this month, she asked David Cameron:

“Two weeks ago, the Work and Pensions Secretary’s Department not only admitted to falsifying testimonies in leaflets, but published data on the deaths of people on sickness benefit, which showed that they are four times more likely to die than the general population. That was after the Secretary of State told the House that these data did not exist. Given that, and his offensive remarks earlier this week—referring to people without disabilities as “normal”—when will the Prime Minister take control and respond to my call for the Work and Pensions Secretary to be investigated for breaching the ministerial code?”

Here is the Ministerial code. Ministers are also expected to observe the seven Nolan Principles, which are the basis of the ethical standards of conduct that is expected of all holders of public office. 

Last year, I sent David Cameron a reminder of the established standards and ethics of Public Office, as the Coalition had exempted themselves, but he didn’t respond and it didn’t make any difference.

It’s true that the Department of Work Pensions (DWP) has admitted falsifying testimonies in leaflets. The DWP’s own data does indicate that people on incapacity benefits are four times more likely to die than other people in the general population. Iain Duncan Smith did tell MPs that this data did not even exist. Then he told them it did.

Let’s be frank here, Iain Duncan Smith has established a culture where it’s acceptable to lie, even his Curriculum Vitae is comprised of  Machiavellian, narcissistic-inspired confabulations – he’s qualified only in absolute and utter tosh, he graduated without Honour. Or a degree.

And it’s truly priceless that Iain Duncan Smith or David Cameron can accuse anyone of misrepresenting statistics with a straight face, given the large number of official rebukes the Tories have had from the Office for National Statistics (ONS) for manipulating or  misrepresenting statistics and telling lies.

I’ve already addressed a lot of the content above, however I couldn’t help but note the apparent “policing” of Debbie’s tweets. The response isn’t a rational or reasonable one, and certainly not of a standard that is expected of a prime minister.

How can the use of fake statements from fake characters about fictitious “benefits” of harsh sanctions – the arbitrary and punitive removal of lifeline income to support people in meeting basic survival needs – ever “help claimants and advisers to understand the benefit system”?

How is telling lies about the impact of policy and constructing fake positive testimonies ever “illustrative”? That was no “error”: it was an intentional, deceitful act designed solely to mislead the public and to justify the Conservative’s crass and primitive behaviourist approach to what was once our social security.

As is the insistence that “the statistics showed it is quite wrong to suggest any causal link between the death of an individual and their benefit claim.” Tosh. The statistics showed no such thing,  they did not demonstrate that there is no existing causal link – but the data was presented in a way that intentionally obscures such a link. That does not mean we can conclude there’s no connection between increased mortality and the Conservative “reforms” at all.

Whilst we are warned not to draw inferences of causal links from the statistics, the prime minister thinks that it’s perfectly appropriate to do just that himself. Yet there is no empirical evidence whatsoever to support his denial of a causal link.  The statistical data does not falsify or refute the proposition that such a link exists. We have plenty of recorded evidence, however, to support our proposition that Tory policies are actually harming people.

Tory policies do. Margaret Thatcher’s policies caused premature deaths, too, and her Cabinet were far less harsh towards sick and disabled people than Cameron’s government. A research report which looked at over 70 existing research papers, concludes that as a result of unnecessary unemployment, welfare cuts and damaging housing policies, the former prime minister’s legacy includes the unnecessary and unjust premature death of many British citizens, together with a substantial and continuing burden of suffering and loss of well-being.

It doesn’t take a genius to work out that if you inflict stress and harm on people who are already ill, by withholding their lifeline support, by constantly reassessing them and telling them they are fit for work when they clearly are not, by invalidating their experiences, by forcing them to fight for the means of survival – without the means of survival, it will probably exacerbate any illness and quite possibly this will kill them.

As I discussed earlier today, Cameron and his government have consistently displayed an absolute lack of concern for sick and disabled people, who have borne the brunt of Tory austerity cuts. Yet it’s inconceivable that Conservatives don’t grasp the fact that their policies are at least potentially very harmful, and certainly very punitive in nature.

I’ve discussed many times before that Tory ideology is founded on toxic subterranean values and principles, which are anachronistic and incompatible with a society that has evolved to value democracy, human rights and the socio-economic gains from our post-war settlement.

Conservatives have always seen inequality as a necessary and beneficial element to a market driven economy, for example, and their policies tend to assemble a steeply hierarchical society, especially given their small state fetishism, which involves removing socio-economic support services and civilising mechanisms such as welfare, free healthcare and access to legal aid.

Beneath the familiar minarchist, class contingent Conservative policies and neoliberal schema is a tacit acceptance of socioeconomic Darwinism, and a leaning towards eugenicist principles, expressed most clearly recently in the withdrawal of tax credit support for low paid families with more than two children, in order to “change behaviours” as Iain Duncan Smith put it. The reasoning behind this is the government believe they can “nudge” poor people into “breeding” less. Such a class contingent policy reflects a deep prejudice and also demonstrates an authoritarianism that is certainly incompatible with democracy and human rights.

The Tories employ techniques of neutralization which are used to rationalise or justify acts that contravene social norms or that are illegal.  There are five basic techniques of neutralization; denial of responsibility, denial of injury, denial of victims, condemnation of the condemners, and an appeal to higher loyalties.

The recognition of techniques of neutralisation by David Matza and Gresham Sykes happened during their work on Edwin Sutherland’s Differential Association in the 1950s. Matza and Sykes were working on juvenile delinquency at the time, and they theorised that the same techniques could be found throughout society and published their ideas in Delinquency and Drift, 1964.

It was Alexander Alverez who identified that these techniques were used more broadly at a socio-political level in Nazi Germany to “justify” the Holocaust. He added a sixth technique – Disengagement and Dehumanisation.

Such techniques allow people to neutralise and temporarily suspend their commitment to societal and moral values, and to switch off their own “inner protests”, providing them with the freedom to commit deviant acts. Some people don’t have such inner protests – psychopaths, for example – but they may employ techniques of neutralization to manipulate, and switch off the conscience protests of others.

It’s clear that this is a method frequently employed by the government. The Tories systematically attempt to to distort meanings, to withhold,  or deny any evidence that may expose the impact of their draconian policies on targeted social groups.

For example, when they habitually use the word “reform”, when   referring to is cutting funding or support. and “help” and “support” is Tory-speak that means to coerce and punish. The claim that the bedroom tax ishelping” people into workorhelping child poverty– when empirical research shows that 96% of those affected by the bedroom tax can NOT downsize due to a lack of available homes in their area – is a completely outrageous lie. People can’t move as there is a housing crisis, which is due to a lack of affordable homes and appropriately sized accommodation.

How can policies that further impoverish the poorest ever “help them to into work” or alleviate poverty? It’s glib, irrational tosh from a Government that can’t do coherent, joined up thinking, and even worse, thinks that we can’t either.

Forms of social prejudice are normalised gradually, almost inscrutably and incrementally – in stages. Allport describes the political, social and psychological processes, and how techniques of persuasion – propaganda – are used to facilitate stigmatising and dehumanisation of targeted groups to justify discrimination, until the unthinkable becomes acceptable, because of a steady erosion of our moral and rational boundaries.

The prejudice happens on a symbolic level first – via language – and it starts with subtlety, such as the use of divisive and stigmatising phrases like “scroungers and strivers” in the media and political rhetoric, referring to people who need support and social security as “stock”, suggesting that disabled people are not worth a minimum wage and so on.

These comments and strategies are not “mistakes”, this is how Conservatives really think. People who are prejudiced very seldom own up, and nor do bullies. They employ linguistic strategies, deceitful, diversionary and irrational responses that makes challenging them very difficult.

But as history has taught us, we really must challenge them.

We all know that the Tory welfare “reforms” are the gift that just keeps on giving. Various people from an alternative universe where benefit sanctions and starvation actually work to motivate have told us so. I think in that universe you can see Skinner and Pavlov’s house.

I digress.

My recent benefit sanction really worked wonders. I was so delighted to be chosen for this special treatment by the government, and for no reason in particular. I really don’t deserve it. I have now developed spectacular superpowers as a result, and a special liking for hospital food. Every time I have a hypoglycemic attack coz I have no food, and a bout of Raynaud’s because I’ve no electricity or gas, hey presto, I get rushed into hospital where I can eat and eat until my belly is full. And there’s even heating! I couldn’t manage that with my benefit. And no worries about becoming homeless now I have a near-permanent bed. My life is transformed!

I thought I’d developed a superpower for seeing around corners as well, but it turns out that I’ve just developed a squint because I can’t afford new spectacles.

Of course, Iain Duncan Smith tells a great success story. Somewhere in the multi-verse of infinite possibilities. For example, there’s the lie account of his education and qualifications, as stated in his biography on the Conservative Party website, his entry in Who’s Who, and various other places, which make the claim that he went to the Universita di Perugia in Italy. In an alternative universe, unfortunately, Mr Duncan Smith’s office has been forced to explain to Newsnight researchers investigating his academic background that he didn’t get any qualifications in Perugia, or even finish his exams. His statements about the qualifications are simply examples of his remarkable superpowers. And his multi-lives and mega-talent of trans-dimensional travel.

It was also claimed that he was “educated at Dunchurch College of Management”. In fact, in this universe, Dunchurch was the former staff college for GEC Marconi, for whom he worked in the 1980s. Mr Duncan Smith’s office was forced to admit said that that he did not get any qualifications there either, in this universe, but that he completed six separate courses lasting a few days each, adding up to about a month in total.

Department for Work and Pensions officials admit to using fake claimant’s comments to justify benefit sanctions

A DWP leaflet included pictures of ‘Sarah’ and ‘Zac’, who were presented as sickness benefits claimants – except neither existed. The DWP now says they were for ‘illustrative’ purposes only.
Government officials have admitted that claimant’s comments used in an official benefit sanctions information leaflet were “for illustrative purposes only”.

The revelation comes in response to a Freedom of Information (FOI) request from Welfare Weekly, in which the site authors questioned whether the comments used in the leaflet were of a genuine or fake nature.

Welfare Weekly asked the Department of Work and Pensions (DWP) to provide any evidence or information to prove that the comments used in the publication were from “genuine” claimants.

Within days of submitting their request to the DWP, the original information leaflet suddenly disappeared from the government’s website without explanation.

However, we at Welfare Weekly had already downloaded a copy of the leaflet (pdf) in anticipation of the response to our FOI request.

That leaflet included comments from two sickness benefit claimants who had supposedly been affected by benefit sanctions, Zac and Sarah.

According to the leaflet, Zac had said:

“I let my work coach know in advance that I couldn’t go to our meeting because I had a hospital appointment.

I had a good reason for not going to the meeting and proof of the appointment. My benefit payment hasn’t changed and we booked another meeting I could get to.”

While Susan had allegedly said:

“I didn’t think a CV would help me but my work coach told me that all employers need one. I didn’t have a good reason for not doing it and I was told I’d lose some of my payment. I decided to complete the CV and told my work coach.

I got a letter to say my benefit would go down for two weeks. I was told it was longer than a week because I missed a meeting with my work coach back in March.

My benefit is back to normal now and I’m really pleased with how my CV looks. It’s going to help me when I’m ready to go back to work.”

However, Welfare Weekly have revealed that neither of these comments came from genuine Employment and Support Allowance claimants.

Both comment’s were completely made up and included to “help people understand when sanctions can be applied and how they can avoid them by taking certain actions”, according to the DWP.

The response to Welfare Weekly’s Freedom of Information request reads:

“The photos used are stock photos and along with the names do not belong to real claimants.

The stories are for illustrative purposes only.

We want to help people understand when sanctions can be applied and how they can avoid them by taking certain actions. Using practical examples can help us achieve this.

The DWP have used comments and accounts that are categorically untrue in a blatant attempt to justify the use of cruel and punitive welfare sanctions, and to invalidate the experiences of genuine claimants in distress and material hardship because of sanctions. The revelation is particularly controversial because the sanctions system is causing extreme hardship, extreme psychological distress and sometimes, death, it is being operated in an unfair and arbitrary way.

 Mark Serwotka, the general secretary of the PCS union, said:

“It’s disgraceful and sinister that the DWP has been trying to trick people into believing claimants are happy to have their benefits stopped or threatened. Sanctions are unnecessarily punitive and counterproductive, and should be scrapped.”

The institute that is responsible for regulating the behaviour of organisations producing public relations material – the Chartered Institute of Public Relations (CIPR) – has launched an investigation into whether any of its members were involved in producing the document of lies.

CIPR president Sarah Pinch said:

“Falsely creating the impression of independent, popular support is a naive and opaque technique which blatantly disregards the CIPR’s standards of ethical conduct. It is deeply disappointing if public relations professionals allowed it to be published.”

I’ve written at length about the adverse consequences of increased benefit conditionality and sanctioning elsewhere on this site. See Despotic paternalism and punishing the poor. Can this really be England?  This is a blatant attempt to normalise an exceptionally punitive political approach to “supporting people into work”, inappropriately using social norming – one of several nudge techniques. Another name for the psychological technique used here is frank ‘gaslighting’.

I’ve also written about the fact that we have a government formulating policy that does not address economic, structural and political causes of poverty, instead the aim is to bring about “behavioural changes” within the population – particularly amongst the poorest and the most vulnerable social groups – to suit the anti-welfare ideology of New Right Conservatism, ministers seem to have forgotten that democratically elected governments are meant to address the needs of a population, rather than the converse being true. This despicable tactic was aimed at hiding the truth: sanctions have a devastating impact on people’s lives, as the benefit being removed is calculated at a rate to meet only basic needs, such as food, fuel and shelter in the first place.

In a democratic, rights-based society, we ought to expect that the public are not stigmatised and “acted upon,” by a government using techniques of persuasion ordinarily reserved for the seedy end of advertising and marketing industry, and by the deployment of propaganda and outright lies by the powers-that-be, in order to fulfil purely ideological directives. Governments serve the public, in first-world Liberal democracies. This government serves the government.

We call a political system where the public are expected and directed to accommodate the government’s needs and wants “totalitarianism.”

Some problems with the design of Universal Credit

Monthly payments
The government thinks this will help promote good budgeting and more closely replicate monthly salary payments.  Campaigners are worried that the shift from weekly and fortnightly payments to this new regime may push claimants recipients into debt. The Social Market Foundation says:

Most households in our sample opposed the idea of a monthly payment. This was the case for the majority of households, who tended to budget on a daily, weekly or fortnightly cycle.

One of the most controversial aspects of Universal Credit is the introduction of a new seven-day waiting period before an individual qualifies for benefit.

What is more, people on Universal Credit will have to endure a wait of one calendar month whilst their entitlement is calculated, and then a further seven-day wait for payment into their account, which will produce a total wait of at least five weeks before people already in hardship  receive any money.

Benefit payments will go directly to one member of a couple
In cases of domestic abuse and violence, this could give perpetrators command of household income, further enabling them to control and isolate their partners. As Sandra Horley from Refuge points out:

The housing benefit on which refuges depend is the lifeblood of the national network of services that keep women and children safe. But this vital source of income is now at risk. Many of our refuges do not meet the official definition of “supported exempt accommodation”, which means that a lot of the women we support will fall foul of the benefit cap.

This will be particularly damaging for women who pay two rents – one for the refuge they are living in temporarily, and the other for the home they have fled. Women who move on from refuges and resettle in areas of high rent may also be plunged into debt as a result of the cap. Those who accumulate rent arrears may face eviction and be left with an impossible dilemma either to sleep rough or return to their violent partner.

Direct payments
The prospect of stopping housing benefit payments to landlords and directly paying the claimant is causing a lot of unease. The National Housing Federation says the shift from paying landlords to paying claimants direct for the housing benefit element could trigger unprecedented levels of arrears and increased rent collection costs.

Of all the reforms, the introduction of direct payments to tenants is expected to have the biggest impact – more than 80% of housing associations say it will affect their organisations a great deal or a fair amount,” an NHF report warns. “84% of associations believe that rent arrears will increase as a direct result of welfare changes. The average increase expected is 51%, which, if replicated across the sector, would mean an additional £245m of arrears.

The government has said that “vulnerable” tenants may be excluded (pdf) and has devised an “automatic switchback mechanism” – paying rent to the landlord when a tenant’s arrears hit a threshold level – but there are currently very few details of what constitutes a vulnerable tenant.

There are concerns that more people could be evicted as a result. The BBC obtained figures that showed when the direct payments were piloted in six areas of the country there was a big rise in rent arrears as some tenants failed to pass that money on, with arrears rising from about 2% to 11%.

Conditionality and sanctions
The government says:

Entitlement to UC is subject to a strict regime of ‘personalised’ conditionality (ie mandatory activity to prepare for and obtain work), backed by tough benefit sanctions (ie loss of benefit) for non-compliance.

The Child Poverty Action Group warns:

The need for more conditionality comes across as a moral crusade, rather than being evidence based … There are concerns that some vulnerable claimants could face repeated sanctions for failing to comply with the demands of the system and that personal advisers and the Work Programme (within a culture of ‘payment by results’) will have too much power and discretion to impose unreasonable requirements on claimants.

The charity warns in a UC training document:

Sanctions, in the form of loss of benefit, are designed to incentivise claimants to meet their work-related requirements and punish them for unreasonable failures. The regime is harsh, and there is concern that some claimants who repeatedly fail to comply with the system could be sanctioned and forced to survive on below subsistence income for long periods. This could include vulnerable claimants with mental health or social functioning problems, who find it difficult to comply with directions.”

A high level sanction can be imposed if, for example, a claimant fails for no good reason to take up an offer of paid work. The higher level sanction is the loss of the standard allowance of 91 days for a first failure, 182 days for a second higher level sanction within a year, and 1,095 days (three years) for another failure within a further year (disregarding “pre-claim” failures).

Hardship payments will be available of 60% of the sanctioned amount for those who cannot meet their “immediate and most basic and essential needs for accommodation, heating, food and hygiene”.

Lone parents could lose out
The Institute for Fiscal Studies (IFS) calculates that “because of the way the parameters of universal credit have been chosen, couples, and particularly those with children, look set to gain by more, on average, than single-adult families, particularly lone parents, who will lose on average according to our analysis”.

Cameron believes that saving ‘the tax payer’ money is more important than saving lives.

The following is from a very revealing transcript of David Cameron’s interview with Andrew Marr earlier today.

Cameron implied that dying is somehow an appropriate punishment for failing to attend an interview at the Jobcentre, in order to save “the tax payer” money. Cameron thinks that taxing the wealthy is “immoral,”  but evidently, formulating policies that cause the death of vulnerable citizens is acceptable. Cameron made it plain that he has no intention of carrying out a policy review, or of investigating the growing number of deaths correlated with the conservative party’s welfare cuts.

He showed a complete lack of remorse and basic compassion for David Clapson (and his family,) who died as a direct consequence of the cruel sanction regime that Cameron introduced as part of benefit conditionality,  which is now an integral part of the wider welfare “reforms.”

AM: Well you also talked to Evan Davis about the twenty two billion pounds of welfare cuts you’ve made so far as if that was easy. Do you accept that has hurt a lot of poor and vulnerable people?

DC: Well it has involved difficult decisions. But of course as we’ve done that we’ve been getting two million people into work, nine hundred thousand people…

AM: Difficult decisions for you; a lot of real pain and suffering for people out there.

DC: Well, we have protected for instance the pension, we’ve protected benefits for the lowest paid, we’ve always made sure that we’ve increased spending on disability benefits rather than reduced it. But crucially the nine hundred thousand people we’ve got off welfare and into work that has actually saved money but it’s also been good for ourcountry and crucially good for them:a job is the best route out of poverty that there is.

AM: What about the million people depending on food banks?

DC: Well obviously I want a country where people don’t depend on food banks, we did something.

AM: But why are more people depending on food banks?

DC: One of the things we did was that Labour, because they didn’t like the PR of this, they didn’t advertise or promote the existence of food banks through job centres. We changed that because we thought that was, that was basically sort of selfish and shortminded…

But can I take you to an individual case, James [he meant David] Clapson. Clapson who was a former soldier worked very hard for a long time then was on benefits, failed to turn up to two job centre interviews, [it was just one interview that David missed,] had his benefits removed for a month, he was diabetic, his insulin couldn’t be refrigerated and he died two weeks later.

Now that is the kind of case that is coming up again and again and again and shows that the welfare cuts have been agonisingly painful for real people out there.

DM: Well we have hardship funds and councils have hardship funds for exactly those sorts of tragic cases but if you’re asking me…

AM: It didn’t work.

DC: If you are asking me is it right that people who are asked to turn up for interviews or asked to fill in a CV or asked to apply for a job should have to do those things before getting benefits then yes it’s right that we do have that system in place but we always, as I put it on the steps of…

AM: But the system has been very very aggressive, another case of a man who had learning difficulties and filled in his form by hand rather than by computer and was refused benefits, there is lots of these cases as you won’t have a review, you should have a review of the system surely?

DC: I look at all of those individual cases and all of those cases can be addressed by the hardship funds and by the flexibilities that are there in the system but we have sanctions for a reason, people watching this programme…

AM: You don’t get the hardship fund for two weeks.

DC: Hold on a second

AM: Alright.

DC: People watching this programme who pay their taxes, who work very hard, they don’t pay their taxes so people can sign on and show no effort at getting a job, as I put it on the steps of Downing Street those who can should; those who can’t we always help – that is the principle that should always underline a compassionate benefits system.

We do not have a compassionate welfare system: we have a re-designed system that is draconian because of the “reforms” – it’s more about taking money from people than supporting them. It’s about punishing people into work. That is precisely why people like David Clapson are dying. No support was given to David, and many others like him.

Cameron’s rhetoric isn’t remotely coherent or compassionate, let alone honest.

Let’s not forget that it was Cameron’s government that has ruthlessly stigmatised, dehumanised and scapegoated unemployed and disabled people, in order to justify punishing them by removing their support and handing out the subsequent “savings” to millionaires, who gained £107,000 each per year, whilst those who paid for it – and we are also tax payers, Mr Cameron – are suffering and dying, and the establishment look on with contemptible, pathological, greedy, grasping, self-serving indifference.

As predicted, Mandatory Review has effectively destroyed independent Tribunals

IDS_nSection 102 and Schedule 11 of the Welfare Reform Act, (Clause 99) is the (State) power to require revision before appeal. People who wish to challenge a benefit decision will no longer be allowed to lodge an appeal immediately. Instead, the government introduced mandatory revision or review stage, during which a different Department of Work and Pensions (DWP) decision maker will reconsider the original decision and the evidence and, if necessary, send for more information.

Many of us have campaigned since 2012 to raise awareness of Clause 99. During the Consultation period, I wrote a set of responses to the government’s proposals, which many people used as a template for their own responses.  I remember that we ALL RAISED THE SAME CONCERNS.

In summary, the main concerns were that basic rate Employment Support Allowance was to be withdrawn during the mandatory review period, leaving sick and disabled people with no money to live on, whilst the DWP reconsidered their own “fit for work decisions” that were wrong.

I know that our consultation responses were ignored by the government. The changes were introduced anyway, despite our grave concerns. Since October 2013 people have to apply for mandatory review separately before they can lodge an appeal. We were also very worried that no time limit was established for the DWP to undertake and complete the mandatory review. Our concerns were fully justified, as it’s emerged that people are waiting 7-10 weeks for the mandatory review decision. Meanwhile, these people cannot appeal. And have no money to live on.

An added concern is that this system as it stands demands such a lot from people who may be very vulnerable, seriously ill and/or have mental health problems. Their difficulties are exacerbated by cuts in legal aid for welfare rights advice and cuts in local authority grants. There is a significant contraction of the availability of help for those who need it the most from advice agencies.

A Benefit Sanctions Briefing was released on 18 February 2015 by the Department of Work and Pensions, comprising of an update of sanctions statistics up to the end of September 2014, and for the first time it also included the outcomes of Mandatory Reviews (or sometimes called “reconsiderations.”)

Dr David Webster, Senior Research Fellow at Glasgow University, said: “The Mandatory Reconsideration system (MR), introduced on 28 October 2013, has fundamentally changed the whole appeal process, introducing additional steps and a new Jobcentre Plus structure. MR has cut the proportion of Job Seekers Allowance sanctions which are challenged by claimants from about one third (33%) to about 20-25%. Employment Support Allowance sanction challenges have returned to below their pre-MR level, at about 45%.

The independent element in the system offered by Tribunals has been effectively destroyed, completely in the case of Employment Support Allowance and almost completely for Job Seekers Allowance, where only 0.14% of sanction decisions are now being taken to a Tribunal.

MR has had no overall impact on the proportion of Job Seekers Allowance sanctions overturned, which remains at about 13%. But the proportion of Employment Support Allowance sanctions overturned has fallen from about 35% to about 20%.

The most disturbing possibility is that Employment Support Allowance claimants’ medical conditions are rendering them unable to cope effectively with the phone calls made to them by DWP officials at home during the MR process.”

He also said: “Job Seekers Allowance (JSA) Reconsiderations and Appeals: The revised DWP statistics show much lower claimant success rates at both internal DWP reconsideration and Tribunal appeal. However, success rates for the few who appeal to a Tribunal have risen and successful Tribunal appeals are at an all-time high. For a claimant prepared to go all the way in the appeal process, the probability of overturning a sanction is now 51%.

Employment Support Allowance (ESA) claimants have higher success rates than JSA claimants at reconsideration and appeal.

In 2013 their reconsideration success rate was 56.1% and their appeal success rate was 26.1%. A higher proportion of ESA claimants than JSA claimants ask for reconsideration. This proportion has been rising rapidly, from below 10% up to March 2011, to over 40% during 2013.

The proportion appealing to Tribunals is lower, only about 1%. In 2013 there were 8,428 reconsiderations or appeals where the claimant was successful in overturning an ESA sanction.

The big surge in ESA sanctions during 2013 was due to penalties for failure to participate in work-related activity. By December 2013 this reason accounted for 87% of ESA sanctions, the other 13% being for failure to attend a work-related interview.

This is in contrast to the experience under the Labour government, when the only reason for sanction was failure to attend an interview [without good reason], and there were no sanctions in relation to work-related activity.

Dr David Webster has submitted evidence to the House of Commons Work and Pensions Committee Inquiry into benefit sanctions.

Many of the key issues with the mandatory review can be seen summarised herehere and here. Sheila Gilmore and Dame Anne Begg have covered these extensively during the ongoing Work and Pensions Committee ESA inquiry, as well as during the course of the many separately tabled debates.

Clause 99 – Mandatory Review – was undoubtedly introduced to make appealing wrong decisions that we are fit for work almost impossible. Sick and disabled people are effectively being silenced by this Government, and the evidence of a brutal, dehumanising, undignified and grossly unfair system of “assessment” is being hidden.

It also hides the crass unfairness and terrible consequences of Tory draconianism – the using of behavioural modification techniques in the form of benefit sanctions that have now been integrated into welfare “conditionality” criteria, and imposed on people who are already struggling materially, some of who are sick and disabled.

Most of those people claiming benefts do so through no fault of their own. To punish people by removing all of their income – and thus their only means of meeting basic survival needs – so arbitrarily, is obscene in a so-called civilised society.

The only way for a tiny group of people to become obscenely rich is for huge masses of others to be kept chronically poor. The tories have spent five years lying to us about who “deserves” what, but the bottom line is this: almost every tory policy has intentionally resulted in money being taken from the poorest or money being handed to the [already] wealthiest and most powerful. Inflicting suffering on those in need is now at the heart of our benefits system – Frances Ryan

I tend to think I am beyond shock at the actions of the Department for Work and Pensions (DWP) now. The expectation that this government is capable of morality or even basic competence was lost some time ago, somewhere between enacting policy that pushes people already in poverty into losing their homes and denying deaf, blind eight-year-olds disability benefits. Still, Dispatches’ Benefits Britain investigation was painful viewing.

During seven weeks of undercover work at a universal credit contact centre in Bolton, Channel 4 journalists witnessed a farcical mess of centralised IT failure. But what really stood out were the underhand tactics DWP staff were found to use against claimants: from deliberately withholding hardship payments from people struggling after having their benefits sanctioned, to hiding the flexible fund put in place to pay for clothes or a bus fare they needed to help them get a job.

What Dispatches showed is not an isolated incident, a black spot polluting an otherwise untarnished record. It is an example of both attitude and action that runs through the entire system: the growing conditionality on benefits, the withholding of emergency help, all the way back to how benefits are assessed.

As of last week, there is quantitative evidence that the notorious fit-for-work tests are inflicting damage to disabled people’s bodies (not to mention the impact on their minds). Yes, we have now reached a point where the benefit system is making disabled and chronically ill people sicker. Over 60% of disabled people going through the work capability assessment – designed by the DWP and sold off to private firms – report being in pain afterwards. Others said their condition was made worse or their recovery delayed. One claimant surveyed, who has progressive rheumatoid arthritis, said she left her appointment “feeling absolutely awful and suffered a lot of pain in the following days.” She went on to have a stroke a few weeks later.

It might be worth remembering that this is an assessment that is meant to help people – one million people are due to go through the process this year – if only because those orchestrating it appear to have forgotten. It is the same cavalier attitude to the vulnerable that means claimants have killed themselves after being spat out by the benefit system, as if desperation and distress means nothing.

We are sliding back to the notion that suffering helps the soul, that the underclass – be it the unemployed, the disabled, or chronically ill – need to be trained in order to behave. And, as almost a secondary consequence, their punishment cuts the welfare bill down. A bonus all round.

The ideology of a small state or the belief that benefits build dependency are crass, irrelevant details to what at its core is simply a decision about how to treat a human being. This is particularly damning when one person has all the power and the other is forced through economic necessity to take whatever humiliation or pain they are given. To do that to someone – let alone hundreds of thousands – is no accident. It is a conscious decision, that has been made over and over again by this government.

Here are two articles about the terrible, extremely harsh and punitive consequences of the governments’ historically regressive, ethically challenging benefit sanctions regime. This is a very cruel and limited application of operant conditioning: the government are applying punishment to vulnerable people who need the support of lifeline benefits to meet their fundamental survival needs, under the guise of “paternalistic libertarianism.”

The punishments are applied most frequently to the most vulnerable people. Our welfare system was designed to support people, but under the Tory-led Coalition, it has been transformed into an administration that is run on unethical principles, akin to the Milgram experiment, with the difference that the punishments used are real, and decisions to punish welfare claimants are resulting in very real and terrible consequences.

It’s a biological fact that when people cannot meet their basic survival needs – food, fuel and shelter – they will die. Everybody understands this, no matter how well-insulated by personal wealth they may be.

The government understands this.
